Job description

DEFINITION

Under the supervision of the Director of Public Works / Facilities, the Senior Management Analyst – Environmental Services performs professional level tasks in planning, organizing, reporting, and compliance with various Federal, State, and County environmental regulations and programs, including, but not limited to Urban Stormwater / National Pollutant Discharge Elimination System (NPDES), AB 939, SB 1383, Used Oil Recycling Program, and the Sewer System Management Program.

The positions assigned to this classification may exercises supervision over office support staff as delegated by the Director of Public Works / Facilities.

CLASS CHARACTERISTICS

The Senior Management Analyst – Environmental Services is a specialized professional level; performing a wide range of environmental and regulatory compliance duties, including, but not limited to environmental protection, air quality, water quality, refuse; works with City departments to identify any adverse environmental impacts; tracks regulatory changes and associated impacts on City operations; participates in the City’s planning process for compliance issues; and performs other related duties as assigned.

ESSENTIAL FUNCTIONS

The following tasks are essential for the positions assigned to this classification. Any single position may not perform all of these tasks or may perform similar related tasks not listed here.

  1. Performs a wide range of environmental and regulatory compliance duties which includes, but not limited to, environmental protection, air quality, water quality, sewer system management, refuse, and recycling.
  2. Implements regulatory compliance programs, policies, and procedures designed to ensure the City’s compliance with all applicable Federal, State, and local regulations; ensures specific project mitigation plans are implemented to completion and reported to relevant agencies; prepares required notices for publication and dissemination to the public.
  3. Analyze and evaluate proposed environmental legislation and regulation for its impact on City operations; provides recommendations and proposed actions on strategies for complying with proposed environmental legislation and propose revisions to ordinances and resolutions as necessary.
  4. Conducts a variety of studies related to the implementation of programs; performs a broad range of professional research and work; collects, computes, and analyzes data; prepares findings and recommendations.
  5. Organizes, controls, and where appropriate prepares, or coordinates with consultants all levels of regulatory reports required by applicable law and regulation.
  6. Coordinate the permitting process in assigned program areas; arrange required testing processes and monitors results; investigates variances and deviations from standards; evaluates compliance issues for action by the City; complies and completes required permit application; proposes recommendations for permit language and may negotiate permit conditions on behalf of the City; ensures all permits required are written and completed in a timely manner.
  7. As necessary, conducts regulation enforcement tasks pursuant to the Enforcement Response Plan; issues Notices of Violation; conducts compliance review status meetings; monitors action taken for compliance and updates database accordingly.
  8. Conducts and / or participates in compliance audits; conducts sampling in accordance with mandated standards; evaluates findings and reports on compliance status.
  9. Drafts requests for proposals and bid specifications for consultants to perform various environmental projects; serves as liaison to consultants for designated projects; tracks consultant financial reports; and oversees, evaluates, and recommends approval of final consultant work products.
  10. Receives and prepare responses to communications from other agencies and the general public on program issues or complaints; responds and/or coordinates responses from appropriate City staff.
  11. Serves as on-going liaison and represents the City with governmental agencies, industry, community groups, and organizations; attends meetings, answers questions, and provides information on assigned projects.
  12. Works with other City staff to formulate methods and approaches for addressing community and City concerns; follows-up to ensure that concerns and needs are responded to; speaks before meetings in public forums; takes proactive steps to build positive relationships with key stakeholders.
  13. Drafts and / or prepare technical reports, emergency response plans, business correspondence, and contracts; maintains a diverse range of records, databases, and documents on assigned program operations and activities.
  14. Gives public testimony before elected bodies and regulatory agencies and at public workshops and hearings as directed.
  15. Provides training to staff in City departments on compliance issues as needed.
  16. Observes and complies with all City and mandated safety rules, regulations, and protocols.
  17. Perform other related duties as assigned.

REQUISITE ABILITES

Knowledge of:

Processes, principles, practices techniques, roles and purpose of regulatory compliance; Principles, theories, and practices of environmental compliance planning; Theories and principles related City operations and processes, and their implications for environmental compliance; Federal, state, and local laws, codes, and regulations in assigned areas of responsibility; Specialized operational requirements, processes, and equipment as they relate to compliance programs; Methods of conducting compliance audits including specialized diagnostic tools and sampling techniques; Modern statistical methods used in environmental analysis; General regulatory permitting and reporting processes; Research methods and techniques; Principles and practices of project management; Practices and methods in developing requests for proposals for professional services; Principles and practices of sound business communication; City and mandated safety rules, regulations, and protocols; Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff; The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar; Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.

Skill and Ability to:

Evaluate, analyze, interpret, and explain complex environmental and regulatory compliance laws, rules, and regulations pertaining to City operations, reach valid conclusions, and develop sound, comprehensive findings and recommendations; Develop effective operational measures to comply with all applicable environmental laws and regulations; research and revise pertinent ordinances and resolutions; Prepare clear, concise, and comprehensive reports, memoranda, correspondence, standard operating procedures, contracts, permits, ordinances, and resolutions; Coordinate permitting processes for external agencies as well as prepare internal permits to outside industries; Conduct audits and prepare findings; Perform extensive research on a diverse range of topics; Monitor legislation and evaluate impact on compliance programs; Apply effective project management techniques to oversee and direct the work of outside consultants; Understand, interpret, and apply all pertinent laws, codes, regulations, policies, and procedures, and standards relevant to work performed; Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments; Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines; Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks; Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax; Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

QUALIFICATIONS GUIDELINES

Training and Experience

Any combination equivalent to experience and education that could likely provide the required skills, knowledge and abilities would be qualifying. A typical way to obtain the skills, knowledge and abilities would be a Bachelor's degree from an accredited four-year college or university, with major coursework in Public Administration, Environmental Engineering, Environmental Sciences, or other related fields.

Two (2) years of progressively responsible experience performing professional-level duties in support of environmental compliance programs.

Ability to speak Spanish is highly desirable.

License(s) / Certification(s)

Due to the performance of field duties which require operation of a motor vehicle, a valid California Driver's License and the ability to maintain an acceptable driving record at the time of appointment and throughout the course of employment is required.

Physical Requirements

Independent body mobility to stand, climb stairs and ladders, walk on uneven ground or wet surfaces; upper body strength to reach and move items from above shoulder positions; corrected vision to read documents with standard text and computer screens; strength to lift and carry tools or equipment up to twenty-five (25) pounds in weight. Work is performed both indoors and outdoors in an office environment and in the field with exposure to weather conditions. Sit, walk, or stand for extended periods of time; and bending or stooping repeatedly or continually over time.

SELECTION PROCESS

Initial appointment is contingent upon satisfactory completion of a City paid physical examination, drug screening, background check and verification of U.S. Citizenship or right to work in the United States. This position is subject to and dependent on the continued availability of funds and the manpower needs of the City of Bell Gardens. The successful candidate will be required to satisfactorily complete a probationary period before being promoted to "regular" status.
