A local government agency in California is seeking a Senior Management Analyst – Environmental Services. This role involves overseeing environmental compliance tasks, implementing regulations, and conducting analyses to ensure adherence to laws. The ideal candidate has at least a Bachelor's degree and experience with environmental programs. The position requires strong project management skills and the ability to communicate effectively with various stakeholders.
Under the supervision of the Director of Public Works / Facilities, the Senior Management Analyst – Environmental Services performs professional level tasks in planning, organizing, reporting, and compliance with various Federal, State, and County environmental regulations and programs, including, but not limited to Urban Stormwater / National Pollutant Discharge Elimination System (NPDES), AB 939, SB 1383, Used Oil Recycling Program, and the Sewer System Management Program.
The positions assigned to this classification may exercises supervision over office support staff as delegated by the Director of Public Works / Facilities.
CLASS CHARACTERISTICS
The Senior Management Analyst – Environmental Services is a specialized professional level; performing a wide range of environmental and regulatory compliance duties, including, but not limited to environmental protection, air quality, water quality, refuse; works with City departments to identify any adverse environmental impacts; tracks regulatory changes and associated impacts on City operations; participates in the City’s planning process for compliance issues; and performs other related duties as assigned.

REQUISITE ABILITES
Knowledge of:
Processes, principles, practices techniques, roles and purpose of regulatory compliance; Principles, theories, and practices of environmental compliance planning; Theories and principles related City operations and processes, and their implications for environmental compliance; Federal, state, and local laws, codes, and regulations in assigned areas of responsibility; Specialized operational requirements, processes, and equipment as they relate to compliance programs; Methods of conducting compliance audits including specialized diagnostic tools and sampling techniques; Modern statistical methods used in environmental analysis; General regulatory permitting and reporting processes; Research methods and techniques; Principles and practices of project management; Practices and methods in developing requests for proposals for professional services; Principles and practices of sound business communication; City and mandated safety rules, regulations, and protocols; Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff; The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar; Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.
Skill and Ability to:
Evaluate, analyze, interpret, and explain complex environmental and regulatory compliance laws, rules, and regulations pertaining to City operations, reach valid conclusions, and develop sound, comprehensive findings and recommendations; Develop effective operational measures to comply with all applicable environmental laws and regulations; research and revise pertinent ordinances and resolutions; Prepare clear, concise, and comprehensive reports, memoranda, correspondence, standard operating procedures, contracts, permits, ordinances, and resolutions; Coordinate permitting processes for external agencies as well as prepare internal permits to outside industries; Conduct audits and prepare findings; Perform extensive research on a diverse range of topics; Monitor legislation and evaluate impact on compliance programs; Apply effective project management techniques to oversee and direct the work of outside consultants; Understand, interpret, and apply all pertinent laws, codes, regulations, policies, and procedures, and standards relevant to work performed; Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments; Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines; Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks; Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax; Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

QUALIFICATIONS GUIDELINES
Training and Experience
Any combination equivalent to experience and education that could likely provide the required skills, knowledge and abilities would be qualifying. A typical way to obtain the skills, knowledge and abilities would be a Bachelor's degree from an accredited four-year college or university, with major coursework in Public Administration, Environmental Engineering, Environmental Sciences, or other related fields.
Two (2) years of progressively responsible experience performing professional-level duties in support of environmental compliance programs.
Ability to speak Spanish is highly desirable.
License(s) / Certification(s)
Due to the performance of field duties which require operation of a motor vehicle, a valid California Driver's License and the ability to maintain an acceptable driving record at the time of appointment and throughout the course of employment is required.
Physical Requirements
Independent body mobility to stand, climb stairs and ladders, walk on uneven ground or wet surfaces; upper body strength to reach and move items from above shoulder positions; corrected vision to read documents with standard text and computer screens; strength to lift and carry tools or equipment up to twenty-five (25) pounds in weight. Work is performed both indoors and outdoors in an office environment and in the field with exposure to weather conditions. Sit, walk, or stand for extended periods of time; and bending or stooping repeatedly or continually over time.
