Summary

The Senior Lieutenant is a sworn, commissioned University Special Police Officer, serving as the deputy commander of police operations in the American University Police Department (AUPD). They will have direct oversight of one of the patrol shifts (assigned based on operational need) as well as Patrol Operations, Police Communications, Crime Prevention, and Special Events. The Senior Lieutenant not only supervises a patrol shift, but also oversees the communications unit with the assistance of a Communications Sergeant. The incumbent will also conduct research and write policies and standard operating procedures within their assigned areas of responsibility. In the absence of the Police Captain, the Senior Lieutenant is responsible for providing administrative and operational oversight for the police operations unit.

Essential Functions

  • Police Operational and Administrative Coordination
  • Coordinates AUPD functions, including patrol, critical incident response, initial investigations, crime scene response, traffic and parking code enforcement, and event security oversight.
  • Takes command and coordinates the university police response to emergency/critical incidents.
  • Coordinates scheduling and work assignments for patrol, communications, and special events operations.
  • Researches and assesses, police equipment needs, including uniforms, weapons and vehicles, as well as other purchase requests related to the assigned functional areas.
  • Coordinates the purchase process with the Police Administration Unit.
  • Reads, edits, and approve daily incident reports.
  • Coordinates operational planning and procedures with other AUPD units.
  • Verifies compliance with all applicable University and District of Columbia policies, regulations, and laws.
  • Serves as the interim Police Captain in their absence.
  • Program Coordination & Compliance
  • Coordinates assigned University Safety & Security Services (USSS) programs, including crime prevention and victim assistance.
  • Ensures program compliance with University policy and District of Columbia law.
  • Researches, writes, and reviews policies, standard operating procedures and memoranda related to AUPD Safety programs.
  • Collaborates with the Police Investigators to ensure program compliance with the Clery Act, Title IX, and the Higher Education Opportunity Act.
  • Supervision
  • Hires, trains, supervises, and evaluates 4 FT Police Sergeants in addition to the communications personnel.
  • Provides coaching and guidance to direct reports and identifies opportunities for their professional development.
  • Provides constructive feedback and ensures clarity regarding job duties, performance expectations, and available resources and support.
  • Police Training Program Management
  • Designs, develops, and implements police training and requalification programs, based on law enforcement best practices and applicable laws and regulations for Police Officers and dispatchers.
  • Training topics include field training, search and seizure, use of force, report writing, incident response, crime prevention, victim/witness assistance, crime scene response, emergency vehicle operation training, and defensive tactics.
  • Coordinates the tracking and retention of training records with other AUPD units.
  • Police Liaison
  • Develops partnerships with University and community departments and agencies, such as Campus Life, Metropolitan Police Department, DC Fire Department and Homeland Security.
  • Coordinates incident response plans, strategies and training with those entities.
  • Assists other AUPD units with physical security planning, crime prevention projects and emergency preparedness programs.

Supervisory Responsibility

  • Directly supervises 4 FT Police Sergeants.
  • Indirectly supervises approximately 53 FT Police Corporals, Police Officers, and Police Dispatchers.

Position Type/Expected Hours Of Work

  • Full-Time.
  • 40 hours per week.
  • Position is considered as essential personnel under the University personnel policies.
  • The Senior Lieutenant will be required to work regardless of weather or natural/manmade disaster and is subject to call-out.
  • Position is required to be able to work outside normal business hours to include nights and weekends.

Salary Range

  • $42.50-$46.72 per hour.

Required Education And Experience

  • Bachelor's degree or equivalent.
  • 5-8 years of relevant experience.
  • Demonstrated supervisory experience.
  • Must be a US Citizen.
  • Must have excellent oral and written communication skills and ability to interact with a diverse population.
  • Must have demonstrated experience writing and implementing policy.
  • Must be able to quickly evaluate critical situations and determine the appropriate response, as demonstrated through past law enforcement experience.
  • Demonstrated experience in the utilization of modern law enforcement management strategies, operational and investigative techniques, and technological tools.
  • Must be able to possess and maintain a University Special Police Officer Commission or equivalent.
  • Successful completion of medical and psychiatric examinations.
  • Successful completion of initial, annual, and random drug screens.
  • Must possess and maintain a permanent driver’s license.
  • Must be able to obtain and maintain the University’s approval to drive University vehicles.
  • Must be able to maintain and possess certification from a recognized law enforcement training academy.
  • Must be able to maintain and possess all certifications that are required for uniformed officers.
  • Must have comprehensive knowledge of the laws of arrest, search, and seizure.
  • Must maintain training certification.

Preferred Education And Experience

  • Prior experience as a sworn, uniformed supervisor in a law enforcement agency.
  • Prior experience in a university policing environment, with demonstrated experience coordinating programs with other university entities, such as campus life.
  • Comprehensive knowledge of community policing techniques (obtained via experience, education, and training), especially as it pertains to the university environment.
  • Knowledge of criminal law and procedure of the District of Columbia.
