Job summary

King County Council in Washington state seeks a Senior Legislative Analyst to lead objective analysis of growth management, land use, and development regulations. You will review GMA, SEPA, regional planning, draft legislation, and brief elected officials with clear options.

The role requires strong analytical, communication, and problem-solving skills, experience with GIS mapping software, and the ability to work in a team within a political environment.

Qualifications

• Experience with the Growth Management Act (GMA), SEPA, and local planning policies.
• Strong understanding of land use codes, permitting, and GIS mapping tools.
• Ability to interpret complex regulatory requirements and advise on policy.
• Experience working with elected officials and presenting analyses clearly.

Responsibilities

• Conduct objective analysis of legislation, plans, and proposals to identify intent, impacts, and alternatives.
• Prepare and present staff reports and briefings for elected officials and the public.
• Interpret state growth management and environmental policy requirements in regional planning.
• Analyze current planning and development regulations and assist Councilmembers with inquiries.
• Prepare GIS maps and conduct basic GIS analysis for land use and transportation policy.
• Provide analysis and counsel on strategic, organizational, and operational issues.
• Draft legislation and amendments for Council consideration and ensure compliance with standards.
• Research and develop new legislative ideas based on policy direction.
