Job summary

NVR, a Top 5 US homebuilder, seeks a Land Entitlement Manager in the Tampa area to coordinate zoning and entitlements, establish budgets, and drive projects to target timelines. You will collaborate with land acquisition, consultants, planners, and developers to assess feasibility, manage regulatory approvals, and ensure smooth transfer of entitlements to development partners.

Responsibilities include evaluating land opportunities, conducting feasibility analyses, and leading the entitlement

Qualifications

• 5+ years’ experience in land entitlement or civil engineering project management.
• Bachelor's Degree
• Residential real estate entitlement / development experience
• Background in land planning, law, engineering or real estate
• Homebuilding industry experience, a plus

Responsibilities

• Evaluate prospective new unentitled land opportunities with land acquisition team.
• Determine probability of rezoning approvals based on environment and resources.
• Work with municipal planners to identify growth corridors.
• Conduct feasibility analysis including yield, site costs, and budgets.
• Manage Feasibility process including title, Phase I env reports, geotechnical studies, and utility availability.
• Manage entitlement process including applications, design, engineering, submittals and permitting.
• Assist with transfer of entitlements to development partners.
• Coordinate with developer partners on platting and approvals.
• Develop preliminary development budgets and timelines.
