Position Summary
The Senior Labor Relations Specialist is responsible for leading and managing complex labor relations activities within the organization. This role acts as a primary liaison between management and labor unions, ensuring effective administration of collective bargaining agreements (CBAs), resolution of grievances, and fostering productive relationships that align with organizational goals and values. The specialist will also provide expert guidance on labor laws, contract interpretation, and employee relations strategies, supporting both leadership and staff.
Responsibilities
Labor Relations Strategy and Leadership:
- Plans, assigns, supervises, and provides training to staff involved in labor and employee relations activities.
- Advises leadership on labor relations strategies, policy development, and best practices.
- Leads and facilitates communication and negotiations with employee representatives and unions.
- Serves as a point of contact for managers and/or employees’ concerns.
- Serves as the primary contact for labor unions, facilitating constructive dialogue and resolving issues between union representatives and management.
- Support the performance management process and provide coaching to managers and employees on complex employee relations issues.
Contract Administration And Negotiation
- Lead and participate in collective bargaining negotiations, including drafting proposals, analyzing economic impacts, and ensuring implementation.
- Interprets and administers labor contracts, ensuring proper implementation and compliance.
- Oversee and manage the grievance process, including conducting investigations, recommending appropriate resolutions, and serving as hearing officer.
- Recommends appropriate action concerning disciplinary actions.
Dispute Resolution And Investigations
- Mediates discussions between management, employees, and union representatives.
- Investigates and resolves complaints, grievances, and disciplinary actions in a fair and timely manner.
- Leads or reviews investigations related to potential violations of labor laws and policies.
- Represents management in arbitration, litigation, National Labor Relations Board, Human Rights, EEOC, unemployment and mediation hearings.
Compliance And Policy
- Ensures adherence to federal, state, and local labor laws and organizational policies.
- Maintains accurate and up-to-date records of labor relations activities and outcomes.
- Evaluates and reviews employment policies and procedures, conducts investigations in regard to potential violations of labor and employment law.
Training And Development
- Develops and delivers training programs for management and staff on labor relations topics, including contract interpretation, grievance handling, and compliance ensuring consistency and adherence to best practices, policies, the law and contractual terms.
Reporting And Analysis
- Prepares reports and presentations on labor relations activities, trends, and outcomes.
- Analyzes the impact of proposed legislation and regulations and recommends organizational responses.
- Monitor labor relations trends and provide strategic recommendations to leadership to mitigate risks and enhance union engagement.
- Advise leadership on labor relations strategies, contract interpretation, and compliance with employment laws and organizational policies.
Collaboration And Communication
- Establishes and maintains relationships with external agencies and stakeholders.
- Serves on committees, providing expert advice on labor relations matters
Additional Responsibilities
- Promote a positive, inclusive, and collaborative workplace culture aligned with the organization’s mission and values.
- Stay current on federal, state, and local labor laws, and ensure organizational compliance
- Other duties and special projects as assigned.

Qualifications
Education Requirements:
Master?s degree in Human Resources, Labor Relations, Business Administration, or related field (JD preferred).
Experience Requirements
- Several years of progressive experience (typically 5+ years) in labor relations, including contract negotiations, grievance handling, and dispute resolution.
- Strong knowledge of labor laws, employment regulations, and best practices in labor relations.
- Demonstrated experience in building relationships and negotiating with union representatives.
- Excellent communication, interpersonal, and conflict resolution skills.
- Proven ability to analyze complex issues, provide strategic advice, and make sound recommendations.
- Experience with HRIS systems, case management software, and Microsoft Office products is preferred.
- Supervisory or team leadership experience is highly desirable.
Work Environment
This position may require occasional travel and the ability to work flexible hours to accommodate meetings, negotiations, and investigations. The role operates in a dynamic environment with changing priorities and the need to handle sensitive and confidential matters.

Compensation
The Mount Sinai Health System (MSHS) provides salary ranges that comply with the New York City Law on Salary Transparency in Job Advertisements. The salary range for the role is $106108 - $159161 Annually. Actual salaries depend on a variety of factors, including experience, education, and operational need. The salary range or contractual rate listed does not include bonuses/incentive, differential pay or other forms of compensation or benefits.
