Job summary

ICF is seeking an experienced ITS/TSMO consultant to join our Transportation Operations team. Based in the Washington DC metro area, you will lead planning, strategy, and technology assessment for state and federal clients, delivering actionable roadmaps and business cases.

This non-managerial role emphasizes technical advisory, coordinating task orders, ensuring high-quality delivery, and building trusted client relationships. Remote work locations will be considered.

Qualifications

• Bachelor’s degree required; 12+ years in TSMO/ITS or related consulting.
• Experience with public-sector transportation clients desired.

Responsibilities

• Lead TSMO, ITS planning, strategy, technology assessment, and program implementation for state and federal transportation clients.
• Analyze emerging transportation technologies and concepts including connected and automated vehicles, data platforms, and traffic management systems.
• Manage task orders and workstreams: scope development, staffing coordination, scheduling, budgeting, quality control, and subcontractor coordination.
• Develop client-ready deliverables: technical memoranda, strategic plans, implementation roadmaps, business cases, performance frameworks, executive presentations.
