Job summary

ICF is seeking an Intelligent Transportation Systems (ITS) Program Manager to lead planning, directing, and evaluating programs that support transportation agencies. The role collaborates across ICF units including transportation, communications, training, cybersecurity, and digital modernization to deliver high-quality ITS projects.

The position allows flexible location with a preference for the Washington DC metro area; remote work and DC office locations are possible.

Qualifications

• Bachelor's degree required.
• 10+ years of experience managing complex transportation, technology, research, or related programs for government agencies.
• Knowledge or experience with ITS systems engineering, architecture, standards, automation, connectivity, data, cybersecurity, or other emerging transportation technologies.

Responsibilities

• Oversee planning, execution, and monitoring of ITS consulting projects.
• Identify project risks and mitigation strategies to maintain schedule, budget, and performance.
• Ensure standardized project management practices per PMBOK.
• Ensure activities meet contractual, agency, and federal requirements.
• Build and maintain client and stakeholder relationships.
• Lead and support proposal and business development activities.
• Shape program strategy in response to evolving transportation technologies and client needs.
