Job Description:
The Senior IT Project Manager will oversee resource allocations, work plans, and schedules for PMAS team's initiatives in areas such as cloud analytics for Access & Eligibility Services Reporting and HHS data integrations. The role involves collaborating with stakeholders, developing project management deliverables, conducting procurement exercises, and managing all aspects of the project. The position will report to the IT Data Analytics Support Director.

Responsibilities:

Collaborate with the Office of the Chief Data Architect and the Office of Data Analytics & Performance on PMAS Cloud Analytics for Access & Eligibility Services Reporting.

Develop project management documents and deliverables in compliance with DIR Project Delivery Framework directives.

Create RFPs for vendors to design and implement data management solutions.

Oversee the obtainment of matching federal funds and development of federally approved IAPDs.

Manage expanding HHS data integrations across departments within HHSC.

Coordinate project timelines and resources, obtaining stakeholder approval for resources and timeline.

Conduct procurement exercises as necessary.

Manage day-to-day operations and scrum activities, coordinating project teams and resolving project risks.

Provide leadership updates on project issues and progress.

Develop and execute project management, work, and quality plans.

Candidate Skills and Qualifications:

8+ years of IT project management experience.

8+ years of work experience in IT with at least 5 years of involvement in data management solutions (data warehouses, data lakes), data analytics/business intelligence, or SOA-related development.

8+ years of excellent communication skills, both verbal and written.

8+ years of experience developing clear, concise project documentation.

8+ years of experience in team management through team meetings, task assignments, mentoring, and training.

8+ years of experience in progress monitoring, using risk management practices.

8+ years of expert problem resolution skills.

8+ years of complete experience with the project management lifecycle (PMLC) and software development lifecycle (SDLC).

8+ years of experience tracking project budgets and costs.

8+ years of experience leading Agile sprints (backlog grooming, sprint planning, daily scrums, and retrospective).

PMP certification is required, please provide PMP certificate number in resume packet.

Preferred Qualifications:

6+ years of prior experience in the Healthcare Industry, specifically public health.

6+ years of experience managing multi-agency or multi-IT department initiatives.

6+ years of experience within a Health and Human Services agency.

5+ years of experience managing TSS Sprint Teams with the State of Texas.

5+ years of experience managing resources in a mixed functional and matrixed project environment.

5+ years of experience developing, documenting, and executing project management plans.

5+ years of experience in the full project lifecycle, from analysis to deployment.

5+ years of experience in building and managing IT project teams, motivating individuals to excel.

3+ years of experience with access & eligibility programs.
