Job summary

The Commonwealth of Pennsylvania is seeking a Senior IT Project Manager to lead the implementation of an Electronic Health Record (EHR) for 59 State Health Centers and clinical staff across BCHS, BOI and BCD. The ideal candidate will have EHR/health IT and large‑scale tech implementation experience and hold an active PMP certification.

The role requires governance, change management, and cross‑agency collaboration, with a hybrid work arrangement (2 days onsite per week) in Harrisburg, PA.

Qualifications

• 7–9 years of project management experience.
• Experience implementing an Electronic Health Record (EHR) system.
• Active PMP certification through PMI for at least 5 years.
• Experience leading large‑scale IT implementations from planning through production/operations.
• Experience managing multiple IT teams, technical initiatives and vendors.
• Strong planning, governance, scheduling, budgeting, risk and stakeholder management.
• Strong communication, facilitation, analytical and problem‑solving skills.

Responsibilities

• Lead end‑to‑end implementation of a new EHR system and transition to operations.
• Plan, execute, monitor, and govern all project activities.
• Manage project scope, schedule, budget, resources, milestones, risks, issues and deliverables.
• Develop and maintain PM plans, project schedules, communication plans and matrices.
• Manage complete project life cycles including planning, design, development, testing and implementation.
• Coordinate system testing and implementation with technical and business teams.
• Manage risks and issues using RAID logs and mitigation strategies through closure.
• Facilitate collaboration between program areas, IT teams, vendors and stakeholders.
• Work with Application, Data Warehouse, Informatics, Solution Management, Networking, Security and Service Management teams.
• Prepare status reports, metrics, presentations and leadership recommendations.
• Coordinate training, orientation and stakeholder communications.
• Ensure compliance with HHS DC IT PMO standards and procedures.
• Establish and maintain project SharePoint sites and use Microsoft Teams for documentation.
• Mentor less experienced project management staff as needed.

The ideal candidate will have specialized experience in EHRs, health informatics, health IT, large‑scale technology implementations, project governance, and organizational change management (OCM).

Key Responsibilities

• Lead the end‑to‑end implementation of a new EHR system, including transition to operations and maintenance.
• Plan, execute, monitor, and govern all project activities.
• Manage project scope, schedule, budget, resources, milestones, risks, issues, and deliverables.
• Develop and maintain detailed Project Management Plans, project schedules, communication plans, and deliverables matrices.

• Coordinate system testing and implementation activities with technical and business teams.
• Manage project risks and issues using RAID logs and develop mitigation strategies through closure.

• Work closely with Application, Data Warehouse, Informatics, Solution Management, Networking, Security, and Service Management teams.
• Prepare project status reports, metrics, presentations, and recommendations for senior leadership.

Required Skills

• 7--9 years of relevant Project Management experience.
• Demonstrated experience implementing an Electronic Health Record (EHR) system, particularly transitioning from a paper‑based charting environment.
• Active PMP certification through PMI for a minimum of 5 years.
• Experience leading large‑scale IT implementations from planning through production/operations.
• Experience managing technical initiatives involving multiple IT teams, technical complexity, and vendors.
• Strong experience with project planning, execution, governance, scheduling, budgeting, risk management, and stakeholder management.
• Strong communication, facilitation, analytical, and problem‑solving skills.
