Client: State of PA (HHS DOH - Bureau of Community Health Systems [BCHS], Bureau of Immunizations [BOI], and Bureau of Communicable Diseases [BCD])
Location: Hybrid (Must work in the Harrisburg, PA office two days a week as required. Candidate must currently reside in PA).
I. Objective
The primary objective of this engagement is to serve as the IT Project Manager for the Bureau of Community Health Systems (BCHS), leading the implementation of an Electronic Health Record (EHR) system for 59 State Health Centers (SHCs) and clinical staff in BCHS, the Bureau of Immunizations (BOI), and the Bureau of Communicable Diseases (BCD).
The Project Manager is a senior-level resource with specialized knowledge and experience in EHRs, health informatics, and health IT. The PM will drive the entire effort from start to finish, ensuring the project is completed on schedule, within budget, and meets business, technical, and quality requirements while managing organizational change.
II. Candidate Skills and Qualifications
Required Experience & Certifications:
- 5+ Years: Active Project Management Professional (PMP) certification through the Project Management Institute (PMI).
- 7-9 Years: Relevant IT Project Management experience proving the ability to perform the role effectively.
- 7+ Years: Managing technical initiatives with a complement of project team members throughout various IT areas, technical complexity, and vendor involvement.
- EHR Implementation: Demonstratable experience implementing an Electronic Health Record (EHR) system where the customer was transitioning from a paper-based charting system.
- Domain Expertise: Strong background in EHR and/or EMR, health informatics, and health IT.
- Location: Must currently reside in Pennsylvania and be able to work on-site in the Harrisburg office two (2) days a week.
- Travel: Must be able to participate with Program Office staff in off-site meetings (e.g., State Health Centers) if required/requested.
Preferred/Nice-to-Have Experience:
- Experience with Organizational Change Management (OCM) with independent customers.
- Familiarity and experience with programs and issues related to public health.
III. Key Responsibilities
Project Leadership & Governance
- Lead, plan, execute, and monitor all project activities for the EHR implementation and transition to program operations and maintenance.
- Direct, administer, manage, and facilitate business process reengineering and the development of this high-priority, enterprise-wide IT project.
- Follow the five (5) phases and inputs/outputs identified by PMI.
- Ensure project compliance with HHS DC standards, procedures, and the HHS DC IT PMO methodology.
- Mentor less experienced project management staff when needed.
Project Planning & Execution
- Develop and manage detailed Project Management Plans, estimates, and schedules for planning, analysis, design, construction, testing, and implementation.
- Monitor project milestones, track budgets, manage the project schedule, and take corrective action as needed.
- Coordinate system testing, training, and orientation sessions with appropriate staff resources.
- Identify, track, and manage project risks and issues using a RAID+ Log, developing risk mitigation strategies and tracking them to closure.
- Accountable for delivery of all work tasks identified in the Project Management Plan and Project Schedule for delivery cycles exceeding 8 to 12 months.
Communication & Stakeholder Management
- Serve as the primary point of contact for all project-related issues and resolutions.
- Create, review, and obtain approval for the Communication Plan and Deliverables Matrix.
- Work closely with HHS DC IT Application, Data Warehouse, Informatics, Solution Management, Networking, Security, and Service Management teams, as well as external vendors.
- Prepare and distribute periodic status reports and metrics to the project team, team leads, group leads, Sponsors, and senior leadership.
- Utilize HHS DC Daptiv for weekly project updates, Microsoft Teams/SharePoint for documentation, and PeopleFluent/VectorVMS for timesheet reporting.
- Accountable for peer reviews, project management inspections, and final project evaluation reviews with stakeholders.
