Responsibilities

• Lead initiation, planning, execution, and closing of IT projects across the full SDLC.

• Monitor budget and hours; forecast utilization and revenue; review invoices.

• Ensure quality of all deliverables including testing and go/no-go readiness.
• Coordinate with vendors and client IT; define statements of work for subcontractors.
• Support CMS certification, APDs, and IV&V reviews when applicable.
• Collaborate with change management and training teams for go-live readiness.

Description

The Senior IT Project Manager leads the design, development, and implementation of information systems across the full system development life cycle, from requirements through go-live and transition to operations. Systems may include Medicaid Management Information Systems (MMIS), eligibility and enrollment systems, enrollment broker platforms, learning management systems, web portals, and data and reporting solutions. The Senior IT Project Manager supports multi-year, federal, state, and corporate projects with budgets of $500,000 and higher.

Essential Duties

• Lead the initiation, planning, execution, and closing of IT and Professional Services projects across the full system development life cycle (SDLC), from requirements and design through development, testing, deployment, and post-implementation support.
• Serve as the primary liaison between the end client, vendors, stakeholders, and Briljent. Manage communication across all parties and regularly report on project progress to ensure successful outcomes, customer satisfaction, and a positive employee experience.
• Define and develop project scope, deliverables, tasks, required resources, schedule baselines and expenses; manage resource allocations; and provide timely performance feedback to ensure successful project completion.
• Monitor project budget and hours to achieve target gross margin goals, accurately forecast resource utilization and revenue recognition, and review and approve client and subcontractor invoices.
• Apply Waterfall, Agile/Scrum, or hybrid delivery methodologies based on client needs, including backlog, sprint, and release planning in coordination with product owners.
• Facilitate requirements gathering and elicitation sessions, maintain a Requirements Traceability Matrix (RTM), and partner with business analysts, developers, solution architects, and quality assurance (QA) teams to translate business requirements into technical designs.
• Identify, monitor, and mitigate project risks, including technical risks, system interfaces, integrations, and environment dependencies.
• Ensure quality of all project deliverables to Briljent standards and client requirements, including oversight of system, integration, and user acceptance testing (UAT), defect triage, and go/no-go readiness decisions.
• Coordinate with third-party vendors, system integrators, and client IT organizations, and define statements of work for subcontract partners.
• Support federal oversight activities as applicable, including Centers for Medicare & Medicaid Services (CMS) certification, Advance Planning Documents (APDs), and Independent Verification and Validation (IV&V) reviews.
• Collaborate with technical, organizational change management (OCM) and training teams to ensure end-user readiness for system go-live.

• Must demonstrate the ability to use AI responsibly and effectively to support project planning, documentation, analysis, communication, and other routine project management activities

Education And Experience

• Bachelor’s degree in Information Systems, Computer Science, Business, or program/project management, or equivalent work experience
• PMP® Certification
• Agile certification preferred (PMI-ACP®, Certified ScrumMaster® (CSM), or SAFe®)
• At least 7 years of experience managing IT projects for external customers, including at least 5 years managing system implementations
• Demonstrated experience successfully managing IT projects exceeding $500,000 in budget
• Successful delivery of at least one large-scale system implementation from requirements through go-live
• Experience managing projects with federal government, state government, and private clients
• Health and Human Services (HHS) or Medicaid systems experience preferred (e.g., MMIS, eligibility and enrollment, enrollment broker, or data and reporting systems)
