Job summary

The Swift Group in Chantilly, VA seeks an experienced Program Manager to lead an IT-focused program delivering application engineering, O&M, UI design, security assessment and authorization, cloud environment management, and project management for a mission-driven customer.

You will oversee a diverse team, coordinate with Customer and vendors, and ensure compliance with contract terms while driving timely, secure, and cost-effective outcomes in a dynamic, multi-vendor setting.

Qualifications

• BS in Information Technology, Computer Science, Systems Engineering, Business Administration, or related field, or equivalent professional experience
• 10+ years of experience managing complex IT programs or systems in the Intelligence Community
• 5+ years of experience designing, documenting, and implementing an enterprise-level operational team in the technology space
• 5+ years of experience managing internal and external audits; RACI methodology framework; and business process reviews
• Demonstrated experience bringing programmatic discipline to complex technical systems including governance, milestone tracking, and risk management
• Proven track record integrating systems and managing technical programs from requirements through delivery
• Demonstrated experience handling sensitive data with discretion and compliance
• Experience gathering, vetting, and documenting technical requirements in IT programs or mission-focused initiatives
• Experience identifying technical capability requirements and constraints for training and exercises
• Demonstrated technical leadership guiding multi-disciplinary teams and informing Customer decisions
• Proven ability to cross-skill and backfill for teammates
• Proficiency with Microsoft cloud-based tools including Office 365, Azure, Entra, Intune, and Teams
• Strong interpersonal and communication skills with Customer and contractor personnel
• Experience collaborating with Customer staff, contractors, and external vendors in program delivery
• Experience supporting development of technical equipment specifications and procurement documentation
• Experience working with vendors to develop quotations and support acquisition processes
• Demonstrated ability to identify and manage program issues and dependencies, escalating and resolving
• US citizenship and an active TS/SCI with Polygraph security clearance required

Responsibilities

• Bring programmatic discipline to management of complex IT systems with governance, milestones, and risk tracking
• Oversee integration of systems and management of technical programs across engineering, stakeholders, and vendors
• Handle sensitive data with discretion while achieving mission objectives
• Lead gathering and vetting of new technical requirements with stakeholders
• Identify requirements and constraints for technical capabilities supporting training and exercises
• Provide technical leadership guiding teams and informing customer decisions
• Cross-skill and backfill for teammates to maintain continuity
• Leverage Office 365, Azure, Entra, Intune, and Teams for program operations and identity governance
• Maintain strong relationships and deliver clear status updates and technical briefings
• Coordinate with customer staff, contractor personnel, and external vendors
• Develop technical equipment specifications and procurement standards
• Work with vendors to develop quotations and support acquisition
• Identify and manage issues and dependencies, escalating as needed
• Ensure program alignment with government task manager priorities
