This position requires a senior security professional who can independently interpret complex regulatory and customer requirements and translate them into effective security policies, procedures, and operational practices.

Key Responsibilities
  • Provide senior-level leadership and oversight for Collateral, SCI, and SAP security programs, ensuring consistent, compliant, and mission-focused execution across security disciplines.
  • Maintain compliance with 32 CFR Part 117 (NISPOM), DoD, Intelligence Community, SAP, and customer-specific requirements.
  • Manage Facility Clearance (FCL) and classified contract security requirements, including DD Form 254s and Security Classification Guides. Advise and mentor companies throughout the FCL lifecycle, from initial sponsorship and entity registration through DCSA review, clearance approval, and ongoing maintenance.
  • Lead and advise on SCIF and SAPF planning, construction, security, accreditation, access‑control, and operational requirements, including coordination among government security authorities, facility stakeholders, technical teams, and company leadership.
  • Manage personnel security, physical security, information security, classified information, security education, reporting, and incident response.

  • Develop and maintain security policies, plans, SOPs, and compliance documentation.
  • Serve as a senior liaison and trusted advisor to DCSA, Government Contracting Activities, Intelligence Community organizations, SAP security authorities, customer representatives, company leadership, and external partners.
  • Identify security vulnerabilities, develop corrective actions, and advise leadership on complex security matters.
  • Support insider threat, foreign travel/contact reporting, security investigations, and other enterprise security requirements.
  • Guide companies through parallel FCL and secure‑facility development activities, helping leadership understand dependencies among contract sponsorship, organizational clearance requirements, personnel clearances, safeguarding capability, facility construction, and final accreditation.
  • Serve as a senior security mentor to nontraditional defense contractors and other companies establishing classified operations for the first time, translating complex government requirements into practical implementation plans, milestones, and sustainable security practices.
Required Qualifications
  • 10+ years of industrial security experience including senior‑level responsibility for complex classified programs, cleared facilities, or enterprise security operations.
  • Extensive experience managing Collateral classified programs.
  • Significant experience with SCI and SAP security programs in an industry/contractor environment.
  • Strong working knowledge of 32 CFR Part 117/NISPOM, DCSA requirements, DoD security policy, SAP security requirements, and applicable Intelligence Community guidance.
  • Experience with FCLs, DD Form 254s, SCGs, SCIFs, SAPFs, security inspections, and compliance assessments, including direct involvement in establishing or upgrading a company’s FCL and safeguarding capability while supporting secure‑facility construction and accreditation.
  • Demonstrated ability to interpret regulatory requirements and apply them to operational security programs.
  • Experience developing security procedures, SOPs, plans, and compliance programs.
  • Strong communication, organizational, analytical, and problem‑solving skills.
Preferred Qualifications
  • Previous experience as an FSO, CSSO, PSO, SSO, or equivalent senior security professional.
  • Experience managing multiple security disciplines across Collateral, SCI, and SAP environments.
  • Experience supporting DCSA inspections and government security assessments.
  • Experience leading security teams and mentoring security professionals, company leaders, and organizations that are new to the National Industrial Security Program or classified contracting.
  • Experience supporting classified proposals, contract transitions, and customer security requirements.
