Job summary

DarkStar Intelligence is seeking a highly skilled Human Capital Data Analyst to support a critical National Security program. The ideal candidate will analyze workforce data, build data visualizations, and provide analytic support across human capital initiatives, leveraging advanced Excel, Tableau, and relational databases.

Qualifications

• BA/BS degree and 18 years of relevant experience, MS +10 or no degree and 24+ years of experience.
• TS/SCI with Polygraph clearance is required.
• Prior experience in data analysis within the Intelligence Community (IC).
• Strong ability to communicate technical or analytical findings in an easily understandable format through graphic, written, and verbal means.
• Core Tools: Advanced proficiency in Excel, Tableau, and relational database management is required.

Responsibilities

• Analyze workforce data, including metrics related to hiring, retention, attrition, and organizational mobility, to identify trends and labor projections.
• Build and modify data visualization dashboards, reports, and other analytical products to meet client needs.
• Assist in the development and maintenance of position description libraries to standardize role information across the organization.
• Administer and manage relational databases, ensuring data integrity and accessibility.
• Normalize, standardize, and integrate disparate raw data sets for consistent analysis.
• Support survey design and execution across 18 Intelligence Community (IC) agencies.
• Provide data analytic support for surveys, data calls, and other human capital efforts, ensuring accurate and timely insights.
• Manage HR data and conduct thorough analysis to support workforce planning and decision‑making processes.

Desired Skills

• Experience with Cognos for reporting and dashboarding.
• Working knowledge of Python for data analysis and automation.
• Familiarity with additional tools such as VBA, R, SPSS, SAS, LimeSurvey, Personal Operations Portal (POPS), PD Library, and Lawson.
• Experience in workforce analytics and workforce planning, particularly in the context of human capital management and strategy.

Salary Range

$130,000 - $165,000 per year This pay range is a general guideline and not a guarantee of specific compensation or salary. When extending an offer, DarkStar Intelligence considers various factors, including (but not limited to) the job's responsibilities, education, experience, knowledge, skills, and abilities, as well as internal equity, market data alignment, applicable bargaining agreements (if any), and other relevant laws.
