Qualifications

Responsibilities

Profile SummaryHSE Senior Specialist

The HSE Specialist is responsible for performing technical Health, Safety, and Environment activities, ensuring compliance with local legislation, international standards, and company requirements. This role focuses on executing inspections, risk assessments, incident investigations, and training, while monitoring workplace conditions and implementing corrective and preventive measures. The Specialist also supports the implementation of Occupational Health & Safety Management Systems (ISO 45001, ISO 14001, and related standards), ensuring day-to-day adherence at site level. In addition, the Specialist contributes to the development of safety programs, enforces standards, and provides guidance to employees and contractors, driving continuous improvement in HSE performance. The role requires strong collaboration with other team members across different regions, sharing knowledge and best practices to support the global HSE agenda.

The Senior HSE Specialist serves as a technical reference and regional coordinator for Health, Safety, and Environment. This role performs technical activities typical of an HSE Specialist and assumes additional responsibilities such as team leadership, regional oversight, client engagement, and local leadership support, while also contributing to the development and review of global HSE standards.

The position also leads the implementation, maintenance, and auditing of management systems (ISO 9001, 45001, ISO 14001, and other applicable certifications), ensuring compliance and alignment with corporate standards and global best practices.

Key Responsibilities
  • Study the safe conditions of workplaces, facilities, and equipment, especially with a view to the problems of risk control, waste generation, occupational hygiene, ergonomics, fire protection and sanitation.
  • Acts as a technical reference and regional coordinator for HSE, supporting multiple sites and ensuring alignment with corporate/global standards.
  • Plan and develop the implementation of techniques related to risk management and control.
  • Contributes to the development and review of global HSE standards (policies, Work Instructions, templates)
  • Inspect, evaluate, carry-out surveys, arbitrate, issue technical reports, and indicate control measures on the degree of exposure and aggressive agents of physical, chemical and biological risks, such as: atmospheric pollutants, noise, heat, radiation in general and abnormal pressures, characterizing unhealthy and dangerous activities, operations and locations.
  • Analyze risks, accidents, and failures, investigating causes, proposing preventive and corrective measures and guiding statistical work, including with respect to costs.
  • Responsible for reporting events, incidents, and accidents to the relevant authorities in the region, ensuring legal compliance.
  • Propose Occupational Safety policies, programs, rules, and regulations, ensuring their observance
  • Engages local and regional leadership to embed safety as an essential factor in decision-making.
  • Develop projects for security systems and advise on the development of projects for works, installations and equipment, giving opinions from the point of view of safety engineering
  • Study installations, machines, and equipment, identifying their risk points and designing security devices
  • Approve fire protection systems design, coordinate firefighting and rescue activities, and prepare plans for emergencies and disasters
  • Specify, control and inspect collective protection systems and safety equipment, including individual protection and fire protection systems, ensuring their quality and efficiency
  • Participate in the specifications for the acquisition of substances and equipment whose handling, storage, transport or operation may present risks, following the control of receipt and dispatch
  • Develop plans aimed at creating and developing accident prevention
  • Drives and maintains a proactive safety agenda, including monthly campaigns, recognition programs (Good Catches), safety talks, and engagement initiatives.
  • Guide the specific training in work safety and advise on the development of general training programs, regarding Work Safety
  • Skilled in developing and delivering training, campaigns, and safety talks across the region.
  • Participate in work meetings with other Canadian Solar teams, representing the interests of Health & Safety.
  • Interacts directly with clients on HSE-related matters, representing the company externally.
  • Actively participate in the inspection of the activities of contracted companies regarding Health & Safety issues.
  • Coordinates third-party accreditation processes, ensuring contractors comply with corporate HSE requirements.
  • Collect, criticize, validate, compile data and submit them to the higher management of CSOM
  • Acts as internal HSE coach and consultant, influencing teams and managers in risk identification, incident prevention, and implementation of solutions.
  • Define scope of Health & Safety Documentation and analyze contract documents
  • Monitor indicators and define ways to improve the performance of both CSOM and its contractors in terms of Health & Safety
  • Monitors regional HSE indicators, identifies trends, and proposes continuous improvements.
  • Identification and monitoring of compliance with legal requirements by CSOM
  • Planning the implementation of the Occupational Health & Safety Management System
  • Lead and Manage regional HSE team, supporting their development and performance
  • Leads implementation, maintenance, and auditing of certified management systems (ISO 9001, ISO 45001, ISO 14001)
Education/Training
  • Complete Higher Education in Engineering or related technical field
Technical Skills:
  • Training area: courses and/or training in safety and health management and/or related areas
  • Solid experience as Health & Safety Engineer in primary and secondary industry types as Energy, Oil & Gas, construction, civil or mechanical heavy industry
  • Experience in renewables is an asset
  • Experience in Energy Sector is an asset
  • Good communication skills, able to create and maintain good relations with the different stakeholders in the organization, good leadership skills and good management skills
  • Proven ability to coordinate teams (direct or matrix)
  • Experience in contractor management and third-party accreditation.
  • Strong influencing and relationship-building skills with leadership and clients.
  • Familiarity with ISO management systems (ISO 9001, 45001, ISO 14001).
