Qualifications

  • SPHR/PHR certification preferred.
  • Minimum of four years of general human resources experience required.
  • Experience with employee relations investigations and coaching regarding employee relations issues preferred.
  • Knowledge of federal, state, and local employment and payroll laws in HR.
  • Proficiency in Word, Excel and Outlook.

We're looking for an experienced Senior HR Compliance Generalist who enjoys partnering with leaders, solving complex employee relations issues, coaching managers, strengthening workplace culture, and ensuring our organization remains compliant as we continue to grow. The Sr. HR Compliance Generalist provides high-level support to the human resources risk management and compliance functions of the agency. This position maintains compliance with HR policies, regulations, laws and other procedures; delivers excellent customer service, emphasizing communication, recognition, teamwork and collaboration; and continually seeks ways to support and develop standardized processes and common procedures, all while maintaining scrupulous compliance with all employment and payroll laws. Responsibilities involve exposure to sensitive information and require use of tact, diplomacy, discretion and judgment.

This position requires travel to our various locations in Alameda County.

DUTIES AND RESPONSIBILITIES: (Essential Functions)
  • Researches and investigates workplace issues to discover facts, identify potential liability to the agency, and facilitate resolution.
  • Leads and/or partners on HR investigations by coordinating the collection and analysis of quantitative and qualitative data; leading interviews; identifying potential action steps; creating appropriate documentation; and evaluating and recommending corrective action plans for substantiated allegations.
  • Works with managers to mediate and resolve employee relations issues; conducts thorough and objective investigations when necessary.
  • Continuously audits payroll/timesheet records, performance feedback, counseling and feedback documentation, to assure adherence to regulations, laws, and consistency.
  • Sits in (physically or virtually) on all involuntary termination meetings and supports management with appropriate delivery.
  • Proactively explores ways and makes recommendations to build morale, improve workplace relationships, and boost productivity and retention.
  • Performs regular site visits to observe staff work and interactions and provide recommendations as to culture, workflows and/or compliance as needed.
  • Ensures regulatory compliance with legal requirements pertinent to the day-to-day management of employees.
  • Participates on the Safety Committee for BACS and works collaboratively with leadership to ensure Committee meets all risk management goals and is a resource body for continuous quality improvement.
  • Works collaboratively with the HR team on the New Hire Orientation process for BACS including supporting with coordination, facilitation, and oversight as needed.
  • Conducts periodic internal audits to ensure completeness and accuracy of data.
  • Assists with annual and periodic external audits.
  • Maintains up-to-date knowledge of federal, state, and local employment and payroll laws and HR best practices.
  • Performs other duties as assigned.

QUALIFICATIONS:
  • BA/BS or higher in Human Resources Management, business, communications, marketing or social services discipline required.

  • Working knowledge of federal, state, and local employment and payroll laws and best practices in HR required.
  • Social services agency experience preferred.
  • Proficiency in Microsoft applications of Word, Excel and Outlook are required.
