Job description

POSITION SUMMARY: Under limited supervision, leads in the compliance monitoring of program files and conducts on-site reviews of files and/or properties, as applicable, for selected federally and state funded programs administered within the Compliance and Asset Management Division.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

  • Assists in the monitoring of files utilizing remote or if necessary on-site reviews of program records for selected housing programs administered within the Division to ensure the program partners and beneficiaries are in compliance with federal and/or state regulations. Programs monitored currently include but are not limited to LIHEAP/LIWAP, WAP, ESG, HOME Rehab, HOME Ownership.

  • Understands and applies the regulations of multiple programs to monitor the program participants and make a determination of compliance.

  • Prepares and reports results of non-compliance to the applicable program manager, Housing Programs Compliance Manager, Assistant Director, or Division Director.

  • Prepares monitoring reports for the applicable program manager, Housing Programs Compliance Manager, Assistant Director, or Division Director.

  • Assists in the creation of compliance forms, records, reports, and required tools for monitoring files.

  • Assists in the research of federal regulations and development of monitoring procedures to ensure an effective compliance program.

  • Researches and reports best practices and prepares recommendations for policy and procedure updates.

  • Assists in the creation of presentations, participates in training programs, and provides technical support to program staff, Internal Audit, external auditors, or program participants, as assigned.

  • Maintains effective working relationships primarily by providing technical support to sub-grantees, other state agencies, and internal agency personnel.

  • Assists in the training of new staff and coordinates work activities within the compliance team, as requested by the Housing Programs Compliance Manager, Assistant Director, or Division Director.

MINIMUM QUALIFICATIONS

The requirements listed below are representative of the knowledge, skills, and/or abilities required.

Education and Experience:

  • High School diploma or GED; relevant post-high school certification, especially a bachelor’s degree, preferred.

  • Two years of experience in the administration of a state or federally funded housing assistance programs; interpreting, evaluating and implementing housing policy; and/or managing state or federal grants.

  • Two years of compliance experience is preferred.

  • Experience in compliance monitoring associated with the Emergency Solutions Grants, HOME Investment Partnerships, National Housing Trust Fund, Low Income Home Energy Assistance, or Weatherization Assistance Programs is highly preferred.

Special Demands:

  • Current, valid driver’s license from domicile state and the ability to drive.

  • Periodic in-state travel, including overnight travel (about 20% travel).

  • While performing the duties of this job, the employee is regularly required to sit; stand; use hands to finger, handle or feel; and talk and hear.

  • The employee is occasionally required to walk; reach with hands and arms, and stoop, kneel, or crouch.
