Job summary

The City of Philadelphia's PHDC seeks a Senior Development Specialist to support public and privately assisted community development projects. You will assist the COO and Director with monitoring, market analysis, and funding proposals, coordinating with community groups and housing agencies.

Responsibilities include training subordinate staff, preparing documentation for major developments, and communicating program policies to for-profit and non-profit entities.

Qualifications

• Completion of a bachelor’s degree program at an accredited college or university.
• Four (4) years of progressive experience in real estate development and technical assistance programs, three (3) years of which has involved the analysis of residential/commercial development projects utilizing complex financing techniques, coordination of technical assistance workshops and seminars and the preparation of funding proposals.
• A high school graduate with a minimum of seven (7) years of experience in multi-family housing development and technical assistance programs: three (3) years of which has involved the analysis of large multi-family projects utilizing complex financing workshops and seminars, and the preparation of funding proposals.
• Any equivalent combination of acceptable education and experience which has included a bachelor’s degree as an educational minimum

Responsibilities

• Provides training for subordinate Development and Housing Development Specialist, monitor work assignments, and perform other related duties as directed by the Department Director and/or the COO.
• Contact with representatives of community groups, contractors, other agency departments and related housing agencies to coordinate project activities and resolve complaints relating to project developments.
• Assists in monitoring residential development, economic development, and other activities, reports, ect.
• Monitors subordinate staff which assist in the development and implementation of special projects such as the preparation of funding proposals, specialized marketing brochures, and innovative and creative financing programs.
• Prepares and disseminate appropriate materials for marketing Technical Assistance Services.
• Prepares recommendations to administrative supervisor for changes in staffing and program procedures and policies to improve operating efficiency.
• Performs other related duties as required.
