The Swinomish Indian Tribal Community is seeking a Senior Grants Accountant to support assigned funding agreements including tribal and federal grants. You will set up and maintain grant accounts, ensure compliance, and provide expert financial oversight throughout the grant lifecycle.

Responsibilities include budget monitoring, audit-ready documentation, journal entries, drawdowns, and reporting. The role requires strong collaboration with program managers and adherence to 2 CFR 200 and tribal

Qualifications

  • Bachelor’s degree or equivalent education and experience in accounting/finance.
  • Five+ years of experience in fund/project accounting or grant administration.
  • Working knowledge of grant compliance (budgeting, reporting, reconciliations).
  • Experience with multiple federal/state/tribal grants and grant closeout requirements.
  • Advanced proficiency with spreadsheets and financial systems; audit-ready documentation.

JOB TITLE: Grants Accountant

DEPARTMENT: Accounting

POSITION SUMMARY:

The Senior Grants Accountant is the main support position for assigned funding agreements within the Tribal Government. Assignments include grant-funded capital projects, compacts, housing, and other funding agreements with complex compliance needs. This position is responsible for setting up and maintaining accounts and audit-ready files for assigned agreements. It collaborates closely with program managers to maximize grant funding utilization, provides high-level financial oversight, advanced compliance risk mitigation, and proactive lifecycle administration for complex federal funding agreements.

Job Duties
  • Develop general knowledge in all areas of the Finance Department to advise on process improvements in grant workflows, internal controls, and data integrity within financial systems.
  • Ensure all agreements and amendments/modifications are submitted to the repository timely
  • Maintain audit-ready digital repository records and metadata to safeguard tribal resources and maintain agency trust.
  • Oversee the timely entry, monitoring, and ongoing adjustment of multi-year grant budgets throughout the project lifecycle.
  • Ensure strict adherence to Uniform Guidance (2 CFR 200), federal regulations and tribal policies by rigorously reviewing expenditures for allowability, allocability, and reasonableness.
  • Perform complex journal entries, revenue recognitions, drawdowns, and invoice submissions, ensuring optimal cash flow management and accurate accounts receivable records.
  • Perform advanced periodic and end-of-grant reconciliations across revenues, expenses, and indirect cost allocations.
  • Prepare and submit financial reports as required by the terms and conditions of the award
  • Serve as the financial authority and liaison between funding agencies and program directors across all stages of the grant lifecycle, including site visits and desk reviews.
  • Provide expert advisory support to program managers and the grant administrator during grant proposal and budget development stages to ensure accurate cost allocation, sustainability, and alignment with tribal priorities.
  • Hold grant kickoff and closeout strategy meetings with departmental staff to align operational objectives with strict grant terms and conditions.
  • Assist in grant audits and grant compliance as needed, including assisting in preparation of the SEFA and final account reconciliation/year-end adjustments
  • Develop customized financial reporting and variance analyses for program managers to prevent overallocation or underutilization of grant funds.
  • Foster a collaborative environment within the department, stepping in to support complex troubleshooting or elevated operational needs.
  • Serve as an alternate approver for other grant accountant’s JV and ARB documents for account corrections and billings to ensure compliance with GAAP, SITC policies and procedures, and applicable grant requirements.

MINIMUM QUALIFICATIONS
  • Bachelor’s degree in Accounting, Business, Finance, or a related field; equivalent education, training, and progressively responsible experience may be considered.
  • CPA license or advanced coursework in accounting, finance, grants management, or public administration.
  • Five or more years of experience in fund accounting, project accounting, or financial administration of grant-funded programs.
  • Working knowledge of grant compliance requirements, including budget monitoring, financial reporting, reconciliations, and audit documentation.
  • Demonstrable ability to communicate financial information clearly and work independently while managing multiple deadlines.
  • Experience administering multiple federal, state, or tribal grants or funding agreements simultaneously.
  • Knowledge of Uniform Guidance (2 CFR 200), allowable cost principles, and grant closeout requirements.
  • Advanced proficiency with spreadsheets, financial systems, and preparation of audit-ready supporting documentation.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
  • Proficient in Microsoft Office Programs, especially Excel and Outlook
  • Proficient with 10-Key
  • Experience with MIP Fund Accounting, Microix and Euna Grants is preferred
  • Fund Accounting experience required
  • Ability to work well with others. Able to interact with other teammates regarding work and willing to help those who need additional help
  • Ability to work to external deadlines
  • High attention to detail and accuracy
