Housing Authority of the County of San Bernardino (HACSB) invites applications for a Senior Compliance Auditor. The role focuses on risk-based financial and programmatic monitoring of KEYS and related grant activities, ensuring compliance with Uniform Guidance and local requirements.

Strong grant accounting experience is essential. Under the Director of Business Services, you will design tests, review reconciliations, and prepare monitoring reports.

Qualifications

• Bachelor’s degree in Accounting from an accredited college or university is required.
• Three (3) years of professional auditing experience in governmental or nonprofit environments, including grant accounting or grant-compliance work.
• Working knowledge of 2 CFR Part 200 (Uniform Guidance) is required.
• A valid CPA license is preferred.

Responsibilities

• Plan and conduct risk-based financial and programmatic monitoring of affiliated nonprofits and grant subrecipients.
• Evaluate compliance with applicable laws, regulations, grant requirements, and agreements.
• Review grant invoices, funding draws, revenues, and expenditures against the general ledger and budgets.
• Monitor financial condition through analysis of statements, budgets, cash balances, and other activity; investigate variances.
• Review internal controls and accounting practices of affiliates and perform testing or audits as appropriate.
• Identify, document, and communicate compliance findings and corrective actions; obtain management responses.
• Prepare periodic and annual monitoring reports and workpapers with supporting analyses.
• Serve as primary financial compliance liaison with KEYS, HPI, and Reliant; coordinate monitoring activities.
• Support annual financial close, external audits, grantor monitoring, and compliance reviews.
• Prepare and review schedules and reports, including IRS Form 990 filings and grant reporting.
• Maintain knowledge of accounting, auditing, grant compliance, and regulatory requirements.
• Perform other related accounting, auditing, and compliance duties as assigned.
