Qualifications

• 10+ years in contract administration in public sector and/or commercial settings.
• Knowledge of applicable public statutes and procurement policies.
• Experience drafting, negotiating, and managing complex contracts.
• MS Office proficiency required; familiarity with procurement software preferred.
• Equivalent education/experience may be considered.

Responsibilities

• Create and deliver contract execution plans, including post-execution management.
• Draft, review, negotiate, and execute contracts with clients, subcontractors, and suppliers.
• Manage renewals, amendments, terminations, and maintain records.
• Issue solicitations, evaluate bids, and select suppliers.
• Collaborate with legal, finance, construction, and procurement teams.
• Maintain vendor diversity outreach program with Port staff and external relationships.
• Ensure compliance with governance, procurement, and audit requirements.
• Identify and mitigate contract risks and resolve disputes.
• Train personnel on procurements as needed.
• Analyze data on prices, availability, and market trends.
• Support claims or disputes related to contracts.
• Coordinate procurement proposals and respond to solicitation respondents.
• Act as liaison to the Port contracting officer.
• Approve legal forms of vendor contracts when required.
• Provide reports on vendor contracts and diversity outreach.
• Provide standard procurement and vendor contract documents.
