Job summary

Effingham County, GA Board of Commissioners is seeking a senior payroll-finance professional to perform advanced governmental accounting, payroll processing, and financial reporting for the Finance Department. The role includes grant administration, capital projects, and ensuring internal controls under the supervision of the Accounting Manager.

The position requires a minimum of five years in governmental accounting or related payroll-finance functions and a Bachelor's in accounting or finance.

Qualifications

• Bachelor's degree in accounting, finance, or a closely related field.
• Minimum five years of government accounting, auditing, or payroll accounting experience.
• CPA or master’s degree may substitute for up to two years.
• County or municipal government experience preferred.
• Local Government Finance Officer Level I and II certifications are preferred.

Responsibilities

• Maintains accurate and timely financial information and prepares analyses, reconciliations, schedules, and reports.
• Coordinates with departments regarding project status, funding, budgets, expenditures, and required documentation.
• Reviews grants, intergovernmental agreements, funding terms, and reporting requirements.
• Prepares and records payroll-related journal entries and reconciles payroll system data.
• Reconciles gross and net payroll, taxes, deductions, and employer contributions.
• Prepares payroll tax deposits, returns, and related reporting.
