Senior Governance Manager (Remote - Work from home job)

Lockwood Hills is seeking a Senior Governance Manager to lead and motivate multiple internal and external stakeholder groups through socialization, development, promotion, and policy advancement for a series of training system information technology capabilities. The Governance Manager will work closely with cross-functional teams to promote awareness of training system and learner data capabilities, build shared awareness of related capabilities developed across the DoD, and work as an advocate to transition from legacy to modern Advanced Distributed Learning (ADL) Initiative developed systems.

This position is a remote opportunity.

Responsibilities
  • Builds, maintains, and communicates a comprehensive understanding of ADL portfolio capabilities related to learning management systems, delivery of training content, learner records, course catalogs, content repositories, credentialing, and related capabilities.
  • Develops and maintains IEEE standards related to learner data, learning experiences, content, competencies, credentials, and shared data.
  • Ensures compliance with IT cyber standards related to external agency relationships, data sharing, and connection to external systems.
  • Contributes to accreditation and certification processes for ADL system components, including Certification to Field (CtF), NIST compliance, and DoD CIO inquiries.
  • Builds and maintains relationships with DoD, government, industry stakeholders, and manages external organizations and communities of practice.
  • Leads or contributes to technical program plans, managing teams of engineers and developers to enhance tools, processes, and systems.
  • Works with the Program Manager and stakeholders to identify, prioritize, and scope requirements.
  • Develops and oversees program documentation, including SOPs, SOWs, and best practices, ensuring compliance with DoD and federal regulations.
  • Ensures accurate project documentation and reporting.
  • Promotes awareness of training system capabilities and advocates for the transition of ADL systems across the DoD.
Qualifications
  • Must be a US Citizen and able to obtain/maintain a US Government Secret Clearance.
  • Bachelor’s degree in information management systems, computer science, engineering, or related field.
  • At least 2 years of experience with IEEE-recognized data, system, and interoperability standards.
  • Experience with cybersecurity and data security within the DoD, including RMF, NIST, and quality control processes.
  • Technical communication skills for engaging with both technical teams and high-level government personnel.
  • Ability to translate operational requirements into technical specifications.
  • Proven experience leading complex technical projects and managing cross-functional teams.
  • Experience with learning management systems, data management, and distributed learning.
  • Strong analytical, problem-solving, and interpersonal skills.
Desired Qualifications
  • Program or Project Management Professional Certification.
  • Master’s degree in relevant fields.
  • Additional certifications such as CompTIA Network+, CISSP, CAPM, ITIL, AWS.
  • Experience with DevOps, agile management, and cloud platforms like AWS.
