Job summary

Washington State Department of Ecology is seeking a Geothermal Senior Planner to lead statewide geothermal energy planning and policy efforts within the SEA program. You will guide cross‑agency collaboration, deliver high‑visibility reports, and support rulemaking and environmental reviews.

You will coordinate with state agencies, tribes, local governments, and industry to identify regulatory needs and craft guidance. A strong policy and SEPA background is essential for success.

Qualifications

• Nine years of experience and/or education related to the duties of the position.
• Environmental Review: support SEPA review processes and interpret impact analyses.
• Regulatory Analysis: analyze federal, state, and local regulations.
• Policy and Planning Analysis: analyze data and policy implications.
• Multi-Agency Coordination: coordinate among state, federal, Tribal, and local partners.
• Public Process Administration: manage public meetings and comment periods.
• Cross-Program Facilitation: synthesize technical and regulatory information.

Responsibilities

• Lead statewide geothermal energy planning and policy efforts within SEA.
• Guide multi-agency collaboration to deliver reports and analyses.
• Coordinate with Ecology and other agencies, tribes, local governments, industry, utilities, and communities.
• Research regulatory frameworks and conduct gap analyses for future planning.
• Provide senior-level policy interpretation and technical consultation to leadership.
• Facilitate resolution of high-profile issues with diverse perspectives.
• Support SEPA planning and project reviews with technical input and compliant documents.
• Plan and conduct public meetings, hearings, and workshops with accessible materials.
• Represent Ecology in multi-agency workgroups and policy discussions.
• Develop tools, guidance, and communications for transparent outreach.
• Ensure deliverables align with policy and environmental goals.
