Senior Geotechnical Engineer (Co‑Instructor) – Dam Operator Safety Training: Fundamentals, Inspection, Monitoring & Field Practicum [DOI0011010]

We are seeking a Senior Geotechnical Engineer (Co‑Instructor) to develop and deliver a comprehensive Dam Operator Safety Training program for the Department of the Interior (DOI) Bureau of Reclamation. This contract role is located in Denver, Colorado, with additional travel across the Western United States.

Job Overview

Provide subject‑matter expertise and instructional support in geotechnical engineering for dam operators, focusing on embankment dam behavior, seepage, stability, instrumentation, and failure diagnostics. Deliver classroom and field practicum instruction, construct course modules, and assist in technical analysis for operational safety and infrastructure resilience.

Responsibilities and Duties

• Lead development of training content on embankment dam behavior, seepage, and stability.
• Provide field instruction on geotechnical inspection, instrumentation, and potential failure modes.
• Support technical analysis and field practicum exercises; review performance‑fidelity‑monitoring data and interpret instrumentation results.
• Create modules on foundations, drains, slope stability cues, and field observation guides.
• Advise operators on early anomaly detection and interpretation of instrumentation data.

Qualifications

• BS in Civil Engineering with a geotechnical emphasis; MS in Geotechnical Engineering preferred.
• PE/GE license required where applicable.
• 10+ years experience in geotechnical engineering of embankment dams, with forensic/diagnostics experience desirable.
• Prior work with FAC 0107/0108 programs is a plus.

Skills Required

• Deep knowledge of soil mechanics, seepage analysis, instrumentation basics, construction observation, and case‑history synthesis.
• Strong critical thinking, pattern recognition, risk communication, collaboration, and teaching skills.
• Proficiency in project‑management methodologies and tools.

Security Clearance & Background

• Must hold an active Secret clearance with eligibility for Interim TS/SCI or a full TS/SCI clearance in DISS at the time of proposal submission and maintain it throughout the contract.
• Compliance with FAR 52.204-2 and DoD security requirements is mandatory.

Other Details

• Supports development of visual clue photo library for classroom and field use.
