Job summary

Housing Authority of the City of Los Angeles (HACLA) seeks a General Counsel to act as its chief legal advisor to the Board, CEO, and senior leadership. The role oversees the internal legal team and outside counsel to support HACLA’s operations, governance, and strategic objectives.

The General Counsel will lead complex litigation strategies, procurement matters, and regulatory compliance for HACLA and its affiliated nonprofit entities, including Build Hope Inc.

Qualifications

• Juris Doctor degree from an ABA-accredited school.
• California Bar admission and active license to practice law in California.
• Minimum of ten years of attorney experience, including at least five years in a senior role with management responsibility.

Responsibilities

• Serve as chief legal counsel to HACLA's Board, executive leadership, and senior management on all legal matters affecting HACLA’s operations and governance.
• Oversee internal legal team and outside counsel to support agency objectives.
• Advise on legislation, policy development, and compliance with federal, state, and local laws, including Brown Act requirements.
• Negotiate complex contracts, transactions, and settlements consistent with HACLA interests.
• Develop legal service frameworks, budgets, and training for executives and staff.
