Job Description

TechOp is seeking an experienced Senior FOIA Analyst with team management skills to serve as an onsite Project Manager supporting a federal client. This leadership role involves overseeing the entire FOIA processing lifecycle, managing a team of analysts, and ensuring timely, compliant responses to complex requests. The ideal candidate will have extensive FOIA expertise, supervisory experience, and a solid understanding of federal records, disclosure policies, and legal requirements. This position offers a chance to lead a critical function that supports government transparency and accountability.

Responsibilities:

  1. Serve as the primary point of contact and onsite lead for all FOIA-related activities, facilitating effective coordination between the FOIA team, agency personnel, and stakeholders.
  2. Manage and train a team of FOIA professionals, providing guidance and support.
  3. Oversee the intake, assignment, and timely processing of FOIA requests, ensuring compliance with federal laws, agency regulations, and deadlines.
  4. Provide technical support in processing FOIA and Privacy Act requests.
  5. Conduct quality assurance reviews of FOIA responses to ensure accuracy, proper exemption application, and consistency with agency standards.
  6. Coordinate with legal counsel, program offices, and subject matter experts on complex or sensitive FOIA requests, appeals, and litigation support.

Requirements:

  1. Bachelor’s degree in a relevant discipline.
  2. At least 2 years of project management experience, including team coordination and overseeing daily operations.
  3. Minimum of 5 years of FOIA and Privacy Act experience, or 3 years as a working paralegal.
  4. Experience in completing QA/QC reports, coordinating project deliverables, and monitoring performance metrics.
  5. Familiarity with FOIA tracking systems and automation tools such as FOIAXpress and eDiscovery.
  6. Proficiency in Microsoft Office Suite.
  7. Ability to manage competing priorities effectively.
