As part of our ongoing growth and expansion, we are seeking an experienced Senior Fisheries Biologist to support NMFS West Coast Region in evaluating Hatchery and Genetic Management Plans (HGMPs). This role will support ESA and NEPA evaluations of hatchery programs affecting ESA‑listed salmon and steelhead.

* This position is advertised through our joint venture, FISH and Lynker Ocean Alliance Team (FLOAT), a partnership between Lynker and Fisheries Immersed Sciences Hawaii (FISH) serving the NOAA ProTech Fisheries 2.0 IDIQ contracting vehicle.

Responsibilities

• Conduct ESA effects analyses for harvest and hatchery management frameworks
• Perform trend analysis, risk assessment, and population evaluations
• Prepare NEPA documents (EAs/EISs)
• Evaluate alternative fishery management strategies
• Coordinate with NMFS staff, general counsel, and co‑managers
• Support implementation of regional and international fisheries agreements, including the 2018‑2027 U.S. v. Oregon Agreement and the 2019‑2028 Pacific Salmon Treaty Agreement and successor agreements

Place of Performance

Work will be performed primarily off‑site with access to NOAA systems as required.

Travel

Twelve (12) single‑day trips (one day per month) to Seattle or Lacey, WA NMFS office for technical collaboration and check‑ins.

Qualifications

• Bachelor’s degree and a minimum of three (3) years of relevant experience
• Knowledge of laws governing the fishing industry, including the Magnuson‑Stevens Fishery Conservation and Management Act, the National Environmental Policy Act, and the Marine Mammal Protection Act.
• Knowledge of the Endangered Species Act regarding activities affecting Pacific salmon and steelhead, and their habitat.
• Experience preparing NEPA analytical documents such as categorical exclusions (CEs)/findings of no significant impact (FONSI’s), environmental assessments (EAs), and environmental impact statements (EISs)
• Experience preparing hatchery and fishery management analytical documents that articulate policy considerations and alternative approaches to addressing issues, supported by the best available science.
• Experience conducting technical analyses and assessments for anadromous salmonids, particularly related to assessment of hatchery and harvest management actions on Pacific salmon and steelhead.
• Technical writing experience completing analyses and concise reports addressing Pacific Northwest anadromous salmon and their habitat.
• Ability to communicate effectively with a variety of individuals.
• Ability to articulate biological and policy information on technical findings to both technical and nontechnical audiences in both oral and written formats.
• Ability to work independently and be solution oriented.
• Experience performing ESA Section 7, 10, or 4(d) consultations.
• Knowledge of the fisheries management frameworks in the Pacific Northwest Region, preferred.
