Job description

Drive the financial planning and resource decisions behind some of the Department of Defense’s most innovative medical research and product-development programs. In this role, you will work closely with acquisition professionals, product managers, and senior leaders to shape budgets, investment strategies, and long-range program plans that directly support military healthcare and readiness. This is an excellent opportunity for a finance professional who wants to influence high-impact decisions while supporting cutting-edge medical technologies from development through fielding.

  • Provide financial-management support within the DoD Planning, Programming, Budgeting, and Execution process and apply applicable laws, regulations, policies, procedures, and work processes to product-lifecycle requirements.
  • Support Strategic Portfolio Analysis Reviews, Program Objective Memorandum builds, and spend plans across RDT&E, Procurement, and O&M appropriations.
  • Help align program requirements and resource requests with scientific, programmatic, and strategic objectives.
  • Support Product Managers and Cost Analysts using standard cost-estimating techniques, LCCEs, LCSPs, and related methodologies.
  • Develop financial schedules supporting life-cycle cost estimation, long-range program planning, and acquisition-related financial deliverables.
  • Support annual spend-plan development, budget formulation, justification, oversight, execution monitoring, and status reporting.
  • Collect, compile, and present budgetary information for decision-review packages, business cases, fiscal-risk reviews, and IPT activities.
  • Consolidate financial data and prepare monthly reports on obligations, disbursements, financial plans, and current-year budget execution for senior leadership and external funding organizations.
  • Reconcile appropriations against actual execution and use the results to inform future spending decisions.
  • Monitor contracts, grants, and other agreements to ensure that they are properly executed and funded.
  • Research contract awards and modifications, assist in clearing unliquidated obligations before funds expire, and maintain financial records comparing planned expenditures with invoices and expenses.
  • Support pre-contract documentation, contract packages, and Independent Government Cost Estimates.
