Job summary

The Department of Insurance and Financial Institutions in Phoenix, AZ seeks an Assistant Chief Financial Examiner to direct planning and execution of statutory financial examinations for Arizona-domiciled insurers and risk-bearing entities. Lead coordination with other states during group examinations and supervise a team of examiners and specialists.

Responsibilities include managing examination scope and budgets, contractor relations, and finalizing examination reports for filing.

Qualifications

• Extensive knowledge of the NAIC Risk Focused Examination process as outlined in the NAIC Financial Condition Examiners Handbook
• Knowledge of AZ and national insurance market, industry concepts and practices and insurance company operations
• Knowledge of AZ laws and rules that provide standards for the financial practices of insurance companies
• Understanding of state and federal insurance law, rules, regulations, policies, procedures and case law
• Knowledge of computerized word processing, spreadsheets, databases and applications
• Knowledge of the NAIC Accreditation Standards and the state accreditation process
• Familiarity with quality management and quality assurance concepts
• Knowledge of the financial practices of insurance companies
• Knowledge of supervisory concepts and techniques
• Understanding of Statutory Accounting concepts

Responsibilities

• Monitor the progress and quality of the examinations; supervise contracted examiners, specialists and financial examiners
• Support the contract renewal, RFP and new contract issuance process; maintain effective communication with examinees and stakeholders
• Determine staffing needs for each examination and engage staff (20+ contracted examiners and specialists)
• Supervise and train the Examination Supervisor of Specialty Insurers
• Contribute to NAIC accreditation processes and reports
• Oversee preparation and planning of examinations and coordinate with lead/facilitating states
• Other duties as assigned
