Job summary

Culmen International is seeking a Senior Financial Analyst to support USSOCOM requirements at Fort Bragg, Ft. Liberty, NC. The role provides leadership for contract execution, budgeting, financial reporting, and DoD compliance.

On-site work is required, with the opportunity to influence program planning and resource management across the government customer interface. Ideal candidates bring DoD/USSOCOM experience, Top Secret clearance, and strong Excel-based financial modeling skills to manage

Qualifications

• Bachelor's degree or equivalent combination of education and government contracting experience.
• Experience supporting USSOCOM or similar DoD organizations.
• Proven ability to manage Government contracts and contractor staff.
• Strong leadership, organizational, and communication skills.
• Active Top Secret Clearance.
• Experience with program planning, resource management, and budget execution.
• Proficiency in financial modeling and Excel.
• Knowledge of CDRLs, QA reporting, and contract compliance.
• Excellent engagement with senior Government stakeholders.
• Budget formulation, execution, and financial reporting oversight.

Responsibilities

• Provide full program management oversight for all contract activities, personnel, and deliverables.
• Serve as the primary interface between Government customer and contractor team.
• Develop and execute strategic plans, resource plans, and program objectives.
• Manage and administer program operations and ensure contract compliance.
• Oversee QA processes and reporting.
• Budget formulation & execution; develop budgets and manage funds to support operations.
• Financial reporting; generate metrics and reports on obligations and expenses.
• Operate DoD enterprise financial applications to process transactions and audit records.
• Support strategic resource planning processes, including TPP submissions and spend plans.
• Oversee budget execution activities, including funding document processing and invoice review.
• Lead budget queries and manipulations from financial spreadsheets.
• Lead technical and application assessments to support program performance.
• Manage program scope, schedule, cost, and performance; identify risks and mitigations.
• Provide leadership and coordination to program staff and subcontractors.
• Support program reviews, briefings, and stakeholder engagements.
• Maintain strong knowledge of financial modeling and Excel.
