Job summary

Culmen International is seeking a Sr. Financial Analyst to support USSOCOM requirements at MacDill AFB in Tampa, FL. The role focuses on program management, budgeting, and financial oversight for contract execution.

The position requires on-site work, experience with DoD contracts, and an active Top Secret clearance. Responsibilities include budgeting, financial reporting, and coordinating with government stakeholders to meet mission objectives.

Qualifications

• Bachelor's degree in a finance-related field or equivalent experience supporting Government work.
• Active Top Secret Clearance required.
• Experience supporting USSOCOM or similar DoD organizations.
• Demonstrated experience managing Government contracts and contractor personnel.
• Experience with program planning, resource management, and budget execution processes.
• Familiarity with CDRLs, QA reporting, and contract compliance requirements.
• Strong leadership, organizational, and communication skills.
• Ability to engage effectively with senior Government stakeholders.

Responsibilities

• Provide full program management oversight for all contract activities, personnel, and deliverables.
• Serve as the primary interface between the Government customer and contractor team.
• Develop and execute strategic plans and spend/ resource plans aligned with USSOCOM requirements.
• Manage program operations, ensuring contract compliance and reporting quality.
• Budget formulation and execution: develop, analyze, and justify detailed budgets and estimates.
• Process and review funding documents and invoices; track funds and expiring obligations.
• Lead technical and application assessments to support program performance and improvement.
• Oversee scope, schedule, cost, and performance to ensure successful execution.
• Identify risks and implement mitigation strategies; report to stakeholders.
