Position Summary

Rice University’s Baker Institute for Public Policy is seeking a senior fellow in health policy to serve as the director of the Institute’s Center for Health Policy. The director manages the center’s team of researchers, coordinates the center’s activities and strategic direction, develops productive collaborations, and leads related fundraising efforts.

Specific responsibilities include supervising the research output of CHP fellows and affiliated scholars; managing the annual CHP budget including endowed and programmatic funds; and securing additional funding for current staff/programs and new initiatives through sponsored research projects and major gifts.

The Baker Institute’s Center for Health Policy (CHP) conducts in-depth research to develop health policy recommendations that advance health and well-being both in the United States and globally. Bringing together experts from Rice University, the Texas Medical Center, and the broader health policy community, the Center is uniquely positioned to convene medical and policy professionals to collaborate on critical and timely health policy issues. Specific areas of research include health economics, health system reform, non-medical drivers of health, biomedical research policy, child health, maternal and reproductive health, drug policy, and firearm injury prevention.

Ideal Candidate

The ideal candidate will have demonstrated competency in health policy as well as experience managing a research team and building connections with relevant individual and organizational stakeholders to build support for the Center and provide funding.

Workplace Requirements

This position is exclusively on-site, necessitating all duties to be performed in-person on campus. Per Rice policy 440, work arrangements may be subject to change.

Proposed Hiring Range: $175,000 to $235,000 per year *Exempt (salaried) positions under FLSA are not eligible for overtime.

Minimum Qualifications

  • Bachelor’s Degree
  • 6+ years experience in higher education, nonprofit organizations, or research institutions related to health policy and program/staff strategic direction/management. Specific expertise/experience in child health care policy.
  • Thorough knowledge of the subject matter with an ability to understand and discuss their interactions with current policies.
  • Demonstrated ability to lead development efforts for sustained program/staff funding.

Skills

  • Ability to be an effective and coherent leader and the capacity to lead highly motivated and autonomous staff in an effective and flexible way
  • Advanced skills in oral and written communications
  • Proficient ability in the use of Microsoft Office Suite
  • Strong social and presentation skills; displays a high level of professionalism in dress and demeanor
  • Ability to lead a research team in time-sensitive and deadline driven environment
  • Development/fundraising skills

Preferences

  • Ph.D. or other doctoral degree in a related field
  • 10+ years of experience conducting research in health policy issues, including child health policy

Essential Functions

  • Leads the development and implementation of all research and strategy to advance the mission of the Baker Institute Center for Health Policy
  • Supervises all CHP’s research activities and guide the center’s overall strategic direction with particular focus on child health policy strategic direction
  • Works directly with the Institute Director to establish priorities in coordination with Institute leadership, monitors progress and analyzes outcomes
  • Develops productive collaborations with key health policy researchers and institutions on the local, national and international level
  • Leads critical CHP fundraising activities including attracting major gifts, grants and annual support with a goal to secure increasing endowed and programmatic funds
  • Performs all other duties as assigned
