Job summary

INNOVIM is seeking an Alternate Program Manager / Agile Program Lead to support NOAA ProTech Weather Agile Program and Project Management Services. This position is contingent upon contract award and hybrid in-office presence.

The role acts with full authority in the Program Manager's absence and, as Agile Program Lead, owns the integrated program-management framework across four Moonshot focus areas, establishing the operating rhythm and decision rights.

Qualifications

• Bachelor's degree in business, management, or related field.
• Eight to ten years of programmatic or IT program management experience.
• PMP certification and scaled-Agile certification (e.g., SAFe).

Responsibilities

• Lead the Agile program management framework across Moonshot focus areas.
• Own the Living Program Roadmap and align milestones with dependencies and governance points.
• Manage cross-project dependencies and escalate risks.
• Coordinate Scrum Master activities and facilitate Scrum-of-Scrums.
• Drive R2O2R management with government concurrence.
• Convert retrospective findings into an improvement backlog.
