Job summary

ICF seeks an experienced Project Manager / PMO Lead to support delivery of a complex federal technology and data services program.

Reporting to the Program Manager, this role is responsible for day-to-day program management operations across schedule, staffing, risk tracking, governance support, deliverable quality, and cross-functional coordination across engineering, product, data, cybersecurity, and service operations workstreams.

Qualifications

• Bachelor’s degree or equivalent.
• 10+ years of experience in program or project management supporting federal technology, digital services, data, cybersecurity, or enterprise IT programs.
• Active Project Management Professional (PMP) certification.
• ITIL Foundation certification or equivalent.
• U.S. Citizenship required due to federal contract requirements.
• Ability to obtain and maintain a Public Trust background investigation.
• Candidate must reside in the US, be authorized to work in the US, and work must be performed in the US.

Responsibilities

• Support the Program Manager in day-to-day task order execution, including schedule management, staffing coordination, risk and issue tracking, and deliverable oversight.
• Maintain a task order-level view of progress, risks, dependencies, and resource utilization across all task areas and teams.
• Coordinate with technical leads across engineering, product, data, cybersecurity, and service operations to track commitments, flag delays, and ensure alignment with contractual requirements and client priorities.
• Prepare and maintain program governance materials, including portfolio reviews, monthly status reviews, quarterly program management reviews, and real-time dashboards.
• Support governance forums by preparing concise, decision-focused briefing materials and tracking decisions, actions, and follow-ups.
• Manage risk, issue, action item, and decision logs to ensure timely escalation, resolution, and follow-through.
• Apply ITIL-based service management and federal IT best practices, integrating the client’s RMF and relevant federal standards across the service lifecycle.
• Support transition planning, onboarding, staffing readiness, and knowledge transfer activities.
• Drive continuous improvement using performance metrics, stakeholder feedback, lessons learned, and operational trend analysis.
• Apply data analytics and visualization to support program reporting and operational decision-making.
