Job summary

ECC is seeking a Senior Contracts Administrator or Contracts Manager to support and lead federal construction, environmental remediation, and international development contracts. You will ensure compliance, manage risk, and strengthen contract administration practices across the organization.

Working with project teams and government contracting officials, you will oversee the full lifecycle from solicitation to closeout, advise on changes and claims, mentor staff, and help shape the strategic

Qualifications

  • Bachelor's degree in Business, Contract Management, or related field (equivalent combos considered).
  • Ten+ years of federal prime contract administration experience.
  • Extensive knowledge of FAR, DFARS, and federal contracting requirements.
  • Experience in contract compliance, subcontract management, modifications, claims, closeout.
  • Strong written, verbal, negotiation, and analytical skills.
  • Ability to collaborate with project teams, leadership, government reps, and subcontractors.
  • CPCM certification or ability to obtain.
  • Willingness to travel periodically.

Responsibilities

  • Administer federal prime contracts and subcontracts through lifecycle from solicitation to closeout.
  • Serve as primary point of contact with Government Contracting Officers and agency reps.
  • Advise project teams on contract requirements, change management, REAs, and subcontract administration.
  • Support and negotiate contract modifications, task orders, claims, and other actions.
  • Ensure compliance with FAR, DFARS, regulations, and contract requirements.
  • Administer non-FAR related contracts including OTAs and other government contracts.
  • Provide guidance and training on contract administration, change orders, subcontracting, and compliance obligations.
  • Support proposal development: contract review, subcontracting strategies, cost/pricing, SBSPs.
  • Participate in procurement activities: source selection, cost/price analysis, negotiations, subcontract administration.
  • Support subcontractor performance management, compliance monitoring, and dispute resolution.
  • Assist with CPARS evaluations and responses.
  • Contribute to contract policies, procedures, internal controls, and best practices.
  • For Contracts Manager level, provide leadership, mentorship, and pathway shifting strategic direction.
