Job summary

Goldbelt is seeking a Contract Specialist to provide acquisition support to the Federal Bureau of Prisons. The role requires independent work, strategic guidance on acquisition plans, and strong market research to identify sources and contract vehicles.

Responsibilities include preparing cost estimates, conducting market research, and coordinating with program offices and CORs throughout the procurement lifecycle. A solid FAR background and excellent negotiation skills are essential.

Qualifications

• Possesses demonstrated expertise in and capability to perform full range of contract actions including solicitations, contract awards, modifications, negotiations, incorporation of changes, exercise of options, price analysis, and resolution of contract issues.
• Possesses demonstrated knowledge of the Procurement Administrative Lead Time (PALT) and supporting proposal evaluations including price/cost or technical analysis in the Federal sector.
• Proficiency with the Federal Acquisition Regulation (FAR) and contracting writing systems.

Responsibilities

• Work independently with little oversight by the Government.
• Provide advice and recommendations for all elements in acquisition plans, including approaches, options, strategies, risks, contracting methods, competition, sources, cost, milestone schedules, etc.
• Research existing Government-wide contracts for available products and services; evaluate approaches, sources, and costs of obtaining support from different providers.
• Assist in preparing Independent Government Cost Estimates and research market value and past purchases.
• Conduct market research to identify potential sources and contract vehicles including small business programs; prepare market research documentation.
