Job Purpose
The Senior Facilities Manager provides strategic leadership and operational oversight for the maintenance and operation of all PDOP Facilities. The role develops long‑range facility strategies, directs multiple facility operations, ensures regulatory compliance, manages departmental budgets, and aligns facility operations with the park District’s Mission, Vision, Values, and Comprehensive Strategic Master plan. The Senior Facilities Manager reports directly to the Director of Parks & Facilities.
Essential Functions
- Provide leadership and direct supervision to Maintenance & Operations Manager
- Develop long‑range facility maintenance, lifecycle replacement, and asset management plans
- Administer all facets of the maintenance program through Work Order Software, including predictive, preventative and corrective maintenance
- Promote the benefits of facilities in keeping our community vital and healthy and aligned with the Comprehensive Strategic Master Plan
- Recruit, hire, train, schedule, supervise, complete payroll and evaluate performance of staff
- Ensure completion of safety inspections of facilities and equipment on a scheduled basis and implement corrective measures as needed
- Assist with mentoring, coaching, and guiding the staff, particularly with regards to training and development
- Assist with establishing the direction of the staff, setting an effective agenda and ensuring performance goals are set and met
- Communicate to the Director of Parks & Facilities problems, deviations, or daily activities that may impact park operation
- Assist Director of Parks and Facilities with public bids for services, capital equipment, including bidding document creation and management of service contractors
- Competitively seek vendor quotes for repairs, improvements and professional services
- Conduct staff meetings as necessary
- Develop and oversee long‑term preventive maintenance and replacement schedules for all district building systems and infrastructure; recommend maintenance work and schedules with the Director of Parks & Facilities
- Ensure that all staff and contractors follow safety procedures, including protective equipment
- Supervise the hiring, oversight, inspection and supervision of contractors hired for service contracts such as HVAC or life safety testing services
- Liaison to outside vendors, other agencies, and special projects contractors
- Oversee the operation and maintenance of special facility equipment such as pool filtration systems and the Zamboni Ice Resurfacing Machine
- Manage inventories of materials, supplies and equipment
- Make efficient and effective use of resources under discretion
- Foster a working environment that promotes safe work habits and active participation in the agency’s risk management program
- Ensure incident and accident procedures and forms are completed and submitted in accordance with District guidelines
- Maintain knowledge of and follow all Federal, State, Local and Park District safety regulations
- Maintain a complete understanding of Park District emergency action plans and act as a leader in execution when required
- Ensure competitive prices and procuring materials, supplies and services as outlined in Park District purchasing policies
- Provide reports, surveys, studies or other requirements as needed, assigned or requested
- Assist with annual budget development, budget administration and expenditure tracking
- Develop cost analysis, financial reports, studies and recommendations for financial aspects of responsibilities
- Evaluate, recommend, interpret and administer District policies
- Participate in removal of snow and ice for the entire Park District, coordinating with other Department teams
Additional Functions
- Assist in maintaining and updating employee job descriptions
- Ensure all fleet needs of the District, including preventative maintenance, inspections and necessary repairs
- Assist the Risk Manager or designee to investigate accidents or incidents and complete paperwork
- Oversee purchasing functions, including reviewing expenditures, approving purchase orders, ordering equipment and supplies, and monitoring large‑cost bidding
- Attend Park Board Committee and Board meetings when requested
- On‑call nights and weekends
- Participate in special projects and events such as Fall Fest and Frank Lloyd Wright Races
- Assure compliance with affirmative action, OSHA, ADA and Workers Compensation
Knowledge, Skills, and Work Experience Required
- Bachelor’s degree from an accredited college or university in Facility Management or related field
- 8+ years of experience managing preventative, predictive and general maintenance programs in a facility setting
- 4+ years of employee supervision
- 4+ years of progressive work experience in aquatic and/or ice rink operations
- Strong multi‑disciplinary background in building or trades (minimum 6 years of experience)
- Education, training and experience in HVAC, electrical systems, pumps and mechanical systems preventative maintenance and repair
- Valid driver’s license; subject to random drug and alcohol testing program
- Experience in operating Microsoft Office Suite and the web
- Good oral and written communication skills

- Certification in advanced CPR, First Aid and AED within 3 months of employment; keep certification current (training provided by District)

Hours
The normal work week of the Maintenance Division is 7:00am – 3:30pm, Monday through Friday. Due to the nature of the position, hours may change; schedule will be established by the Superintendent of Parks & Facilities.
