Job Summary:

Grade: NF05, Salary Code 5A

Acts as the Senior Facilities Contracts Specialist performing all duties related to the planning, development, advertisement, award, administration, and closeout of construction, facilities, and architect/engineer contracts, aligning with NEXCOM requirements.

Duties and Responsibilities:
  • Exercise contractual authority, within authorized limits, to enter into contracts using non‑appropriated funds for the NAFI.
  • Develop and assemble request for quotation (RFQ) and request for proposal (RFP) solicitation packages, ensuring alignment with relevant policies and appropriate formatting for different contracting methods.
  • Prepare contracts and contract specifications for development, demonstration models, and preliminary designs involving new or untried concepts or techniques.
  • Plan pre‑ and post‑negotiation strategies, coordinate with stakeholders, and lead negotiations to determine contract price and terms.
  • Direct or perform post‑award negotiations, including contract changes or modifications, unsettled change proposals, special agreements, and pricing arrangements.
  • Oversee contract budgets and other contract‑related administrative actions to ensure financial accountability.
  • Review contractor submittals, certify completed work for scheduled progress payments, and compile audit‑ready contract files.
  • Provide comprehensive cradle‑to‑grave contracting support, from review of procurement requests to execution of contract awards and post‑performance assessments.
  • Serve as Source Selection Authority and/or Source Selection Board member to evaluate contractor past performance, price, experience, and technical ability.
  • Collaborate with internal and external stakeholders, such as project managers, engineers, architects, and legal counsel, to ensure effective communication and resolution of contract‑related issues.
  • Issue cure and/or show‑cause notices for non‑compliance, terminate contracts for default and/or convenience if required, and manage contractor requests for equitable adjustments and adjudication of claims.
  • Provide senior‑level review of junior contract specialist actions.
  • Support and uphold NEXCOM contracting policies and procedures, recommend and implement process improvements, and provide advice, training, mentoring, and guidance to junior personnel.
  • Perform other related duties as assigned.
Qualifications:
  • Education: a 4‑year Baccalaureate degree in any field; or 24 semester hours of bachelor‑level classes in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • Specialized Experience: Four years of progressive contracting experience (government or private sector) with a focus in construction, demonstrating the ability to develop and implement prototype solicitation packages, independently prepare and issue RFPs, conduct negotiations with offerors, determine competitive ranges, independently evaluate proposals, and prepare contract action documentation.
  • Must file a Financial Disclosure Report (OGE) Form 450, as required.
