Job summary

Cadmus is seeking professionals to design, execute, and evaluate homeland security exercises for public and private sector clients. You will lead end-to-end exercise development, from objectives to evaluation and reporting, including cyber and natural disaster scenarios.

Domestic travel is required, and eligibility for a favorable clearance is expected. The role emphasizes collaboration with government and private partners, policy analysis, and professional writing to deliver transformative

Qualifications

• Bachelor's degree in emergency management, homeland security, national security, public policy, political science, cybersecurity, or related field.
• 8+ years of professional experience in exercise planning, emergency management, homeland security, cybersecurity, or related areas.
• Experience leading the design and delivery of HSEEP exercises.
• Experience producing HSEEP documentation and after-action products.
• Experience leading teams, assigning work, reviewing deliverables, and mentoring staff.
• Strong client-engagement, facilitation, research, analytical, writing, briefing, and presentation skills.
• Ability to manage multiple workstreams, deadlines, and stakeholders.
• Domestic travel ability and U.S. citizenship with ability to obtain clearance.

Responsibilities

• Lead the planning, design, conduct, and evaluation of HSEEP-compliant exercises for CISA.
• Develop exercise objectives, scenarios, schedules, engagement approaches, evaluation methods, and documentation.
• Lead planning meetings and coordinate inputs from clients, SMEs, and staff.
• Lead development and quality review of exercise documents: Situation Manuals, Exercise Plans, MSOs, guides, and AARs.
• Support tabletop exercises, workshops, seminars and other discussion-based activities for government and private stakeholders.
• Direct assigned exercise teams, delegate tasks, monitor progress, and mentor staff.
• Conduct research and analysis on cybersecurity, critical infrastructure, emergency management, and related threats.
• Analyze observations and feedback to produce findings, recommendations, and improvement plans.
• Brief clients and senior stakeholders on design decisions, status, outcomes, and next steps.
• Identify risks, resolve planning challenges, and ensure deliverables meet templates and standards.
