Dhaka Technologies Limited Company (DTLC) is hiring an ETL Data Engineer on behalf of the District of Columbia OCTO. The role centers on ETL, data loading, and transformation using native Azure tools to support the Cloud Data Exchange, with emphasis on data curation and processing.

This is a senior technical position requiring hands-on design and coding within large systems and the ability to convey concepts to executives and technical teams.

Qualifications

• 15+ years building ETL processes and end-to-end data pipelines.
• 15+ years gathering and documenting data extraction requirements.
• 15+ years data warehousing, data lake, BI and information management concepts.
• 15+ years advising on tools and systems for complex data processing.
• 11+ years SQL experience with relational databases.
• 11+ years handling multiple data formats (Oracle, SQL, Postgres, DB2; CSV, XML; Parquet, AVRO).
• 7+ years contributing to enterprise data governance standards.
• 5+ years with Microsoft Azure data tools (ADF, Synapse, SQL DB, Data Lake Gen2, Blob).
• 5+ years with data integration tools (Informatica PowerCenter, NiFi, Airflow, FME).
• 3+ years strong oral and written communication.
• 3+ years excellent customer service to external partners.
• 3+ years working independently or as part of a team.

Responsibilities

• Analyze, design, develop, implement, replicate, and support complex enterprise data projects.
• Develop ETL processes using frameworks such as Azure Data Factory, Synapse, Databricks, and Informatica, gathering requirements from stakeholders.
• Create end-to-end pipelines that read data from multiple sources and load into landing layers or SQL tables.
• Establish cloud and on‑premises connectivity across systems such as ADLS, ADF, Synapse, and Databricks.
• Develop, standardize, and optimize existing data workflows and pipelines in line with best practices.
• Automate, monitor, alert on, and manage data pipelines and workflows.
• Develop complex programs and reports in database query language.
