Qualifications

• Bachelor's degree in engineering, construction management, quantity surveying, economics, finance, or related discipline; Master's preferred.
• Certifications such as CCP, CEP, PSP, DRMP, CCM, PMP, PE, MRICS/FRICS, CPC are desirable.
• Minimum 10 years' experience in cost engineering, estimating, project controls, or construction management.
• Significant experience on major infrastructure/construction projects, preferably >$500M.
• Strong construction-phase experience with estimate reviews and independent cost estimating.
• Proven ability to negotiate contractor change orders and commercial settlements.
• Experience with owners/programme managers/contractors on large infra projects.
• Expertise in sectors: rail/transit, highways, tunnels, bridges, utilities, ports, airports, marine, big programs.
• Advanced cost estimating, project controls, scheduling, reporting, ERP systems.

Responsibilities

• Reviewing and validating detailed estimates from contractors, consultants, design teams.
• Assessing quantities, labor productivity, equipment, indirect costs, escalation, and risk allowances.
• Evaluating estimate methodologies, assumptions, and basis-of-estimate docs.
• Identifying omissions, duplications, inconsistencies, and estimating risks.
• Performing independent cost analyses and benchmark comparisons.
• Developing Independent cost estimates (ICEs) to support procurement and negotiations.
• Ensuring compliance with estimating standards, policies, and governance.
• Providing guidance on estimate accuracy, completeness, and cost reasonableness.
• Reviewing contractor change orders and claims; analyzing cost components.
• Developing cost positions for commercial negotiations.
• Supporting change management processes and cost controls during construction.
• Evaluating contractor methods and associated cost impacts; reviewing productivity.
• Analyzing sequencing, scheduling changes, and site condition effects on costs.
• Supporting risk assessments, contingency development, and trend analyses.
• Presenting findings to project leadership; facilitating workshops.
