Job summary

Workforce Recruiter is seeking a SENIOR ESTIMATOR / ESTIMATING MANAGER to lead its estimating group in East San Diego County, CA. This on-site, direct-hire role manages a 3–5 person team and drives competitive bids for dry utility infrastructure projects for major owners and public agencies.

The role requires 6+ years in underground utility or heavy civil estimating, strong leadership, and proficiency in B2W/Accubid/HCSS. Office-based with a company vehicle and full benefits package.

Qualifications

• 6+ years of progressive estimating experience in underground utility or heavy civil construction.
• Experience building production estimates for large-scale underground utility and civil projects.
• Proven ability to lead and develop a team of estimators.
• Experience preparing competitive bids for public agencies and major owners.

Responsibilities

• Lead and mentor a team of 3–5 estimators.
• Build production-based estimates for large underground utility and civil projects.
• Prepare competitive bids for public agencies and utility owners, maintain pricing databases.
• Analyze RFPs, scopes, plans and specs; perform take-offs and build bid schedules.
• Lead pre-bid meetings, bid strategy sessions and site visits.
• Define sub and supplier scopes, solicit pricing, and manage pricing databases.
• Review final estimates with Operations and obtain internal approvals.
