Job summary

Bituminous Roadways, Inc. is seeking an experienced estimator to lead the preparation, review and handoff of complex municipal and county reconstruction estimates.

You will oversee grading, drainage, utilities, paving and multiple subcontracted scopes, coordinating with owners, engineers and subcontractors. This role requires 5+ years in public heavy civil estimating, a relevant bachelor’s degree, and proficiency with B2W Estimate and Excel.

Qualifications

  • 5+ years of public heavy civil estimating experience.
  • Experience managing a significant annual portfolio of reconstruction or multi-discipline estimates.
  • Bachelor’s degree in Construction Management, Civil Engineering, or related field.
  • Experience with unit-price and lump-sum estimates.
  • Proficiency with B2W Estimate or similar software and Microsoft Excel.
  • Strong knowledge of municipal reconstruction, grading, drainage, concrete, utilities, paving, and subcontract management.
  • Knowledge of local markets, suppliers, subcontractors, and public agencies.
  • Excellent math, analytical, scope-analysis, and problem-solving skills.
  • Ability to read and interpret complex plans, specifications, schedules, geotechnical information, and contract documents.
  • Strong communication, negotiation, coaching, accountability, accuracy, and time-management skills.
  • Highly organized with attention to detail and deadlines.
  • Valid driver’s license and ability to perform site visits.
  • Office-based with frequent travel to project sites, customer meetings, pre-bid walkthroughs, and industry events.
  • Regular coordination with field operations, agencies, engineers, subcontractors, and suppliers.

Responsibilities

  • Develop and maintain relationships with public owners, engineers, subcontractors, suppliers, and internal project teams.
  • Prospect for appropriate project opportunities and participate in bid and no-bid risk assessments.
  • Lead municipal reconstruction, roadway reconstruction, grading, drainage, concrete, traffic-control, restoration, and utility-heavy prime estimates.
  • Review plans, proposals, specifications, geotechnical information, addenda, agency requirements, and contract documents.
  • Develop bid strategies addressing phasing, staging, access, removals, temporary work, subcontractor coordination, schedule constraints, and public requirements.
  • Validate quantities, production assumptions, subcontractor scope, materials, labor, equipment, trucking, and indirect costs.
  • Develop and maintain a risk register for complex pursuits.
  • Solicit reliable subcontractors and suppliers and lead quote leveling for critical scopes.
  • Know and account for EEO, DBE, wage, agency, and other public requirements.
  • Coordinate constructability input from project managers, superintendents, grading, utilities, concrete, paving, safety, and logistics.
  • Identify incidental, unpaid, or easily overlooked work and ensure it is included in the estimate.
  • Lead formal bid reviews and clearly document assumptions, exclusions, and unresolved risks.
  • Prepare accurate and timely proposals that address owner requirements.
  • Complete project setup and handoff requirements for awarded work, including applicable contract, B2W, Spectrum, work-order, and scheduling information.
  • Remain involved during transition to help anticipate problems and preserve bid intent.
  • Review work and mentor Estimator 1 and Estimator 2 employees assigned to the Reconstruction lane.
  • Participate in closeout reviews and return production, risk, subcontractor, quantity, and owner lessons to future estimates.
  • Assist with workload inventory communication and consult regularly with the Public Estimating Manager.
  • Participate in management, marketing, key-account development, and industry networking as requested.

Pay Type / Range:

Salary. $110,000 - $170,000 per year (based on experience and qualifications). Bonus Program eligibility.
(This pay range is a good-faith estimate of compensation for this role.)
