Job summary

Halmar International seeks an experienced Senior Estimator to lead detailed cost estimates and competitive proposals for heavy civil infrastructure projects.

The role involves evaluating opportunities, pricing strategies, risk assessment, and coordinating subcontractor pricing to support business development for projects ranging from $25 million to $1 billion+. You will work with Bridges, Highways, Marine, Utilities, and structural work teams to ensure accurate, timely bids.

Qualifications

  • Bachelor’s degree required in civil engineering, construction management, or related field.
  • Minimum of 10 years of estimating experience in heavy civil construction.
  • Experience with bridges, highways, utilities, site development, earthwork and structures.
  • Proficiency with estimating software and Microsoft Office applications.
  • Ability to manage multiple pursuits and meet strict deadlines.

Responsibilities

  • Lead the preparation of detailed conceptual, budgetary, negotiated, and hard bid estimates.
  • Analyze plans, specs, geotechnical reports, contract documents, and project requirements.
  • Perform and review quantity takeoffs for all major work activities.
  • Develop direct and indirect cost estimates including labor, equipment, materials, subcontractors, and overhead.
  • Establish production rates and pricing strategies based on project conditions.
  • Prepare bid summaries, estimate recaps, and executive review presentations.
  • Coordinate subcontractor and supplier outreach, pricing solicitation, and scope reviews.
  • Evaluate proposals from subcontractors and vendors for completeness, compliance, and competitiveness.
  • Prepare bid packages and ensure all proposal requirements are met.
  • Identify project risks, assumptions, exclusions, and opportunities.
  • Develop alternative construction approaches and value engineering solutions.
  • Support procurement, scheduling, and logistics planning during pursuit; assist transitions on award.

Job description

Halmar International is seeking an experienced Senior Estimator to lead the preparation of detailed cost estimates and competitive proposals for heavy civil infrastructure projects. The Senior Estimator will be responsible for evaluating project opportunities, developing comprehensive pricing strategies, assessing risk, coordinating subcontractor and supplier pricing, and supporting business development efforts.

The ideal candidate possesses extensive experience estimating large-scale heavy civil construction projects including bridges, highways, transportation, marine, utility, and structural projects ranging from $25 million to $1 billion+.

Responsibilities:
  • Lead the preparation of detailed conceptual, budgetary, negotiated, and hard bid estimates.
  • Analyze plans, specifications, geotechnical reports, contract documents, and project requirements.
  • Perform and review quantity takeoffs for all major work activities.
  • Develop direct and indirect cost estimates including labor, equipment, materials, subcontractors, temporary works, and project overhead.
  • Establish production rates and pricing strategies based on project-specific conditions.
  • Prepare bid summaries, estimate recaps, and executive review presentations.
Bid Management
  • Manage all phases of the bid process from opportunity evaluation through proposal submission.
  • Coordinate subcontractor and supplier outreach, pricing solicitation, and scope reviews.
  • Evaluate proposals from subcontractors and vendors for completeness, compliance, and competitiveness.
  • Prepare bid packages and ensure all proposal requirements are met.
  • Participate in bid strategy meetings and recommendation presentations to executive leadership.
  • Identify project risks, assumptions, exclusions, and opportunities.
  • Develop alternative construction approaches and value engineering solutions.
  • Support procurement, scheduling, and logistics planning during the pursuit phase.
  • Collaborate with Operations and Engineering teams to validate means and methods.
  • Assist with transition and handoff efforts for successful project awards.
  • Work closely with Project Managers, Superintendents, Engineers, and Operations personnel during estimate development.
  • Mentor and train Estimators and Assistant Estimators.
  • Support continuous improvement initiatives within the estimating department.
  • Maintain and enhance cost databases, benchmarking tools, and historical estimate records.
  • Participate in client meetings, pre-bid conferences, and proposal interviews as required.
Qualifications
Required
  • Bachelor’s Degree in Civil Engineering, Construction Management, or a related field.
  • Minimum of 10 years of estimating experience in heavy civil construction.
  • Strong knowledge of:
  • Bridges and structures
  • Highway and roadway construction
  • Utilities and site development
  • Earthwork and foundations
  • Structural concrete and steel
  • Ability to interpret construction drawings, specifications, contracts, and technical reports.
  • Strong analytical, organizational, negotiation, and communication skills.
  • Proficiency with estimating software and Microsoft Office applications.
  • Ability to manage multiple pursuits simultaneously while meeting strict deadlines.
Preferred:
  • Experience with Design-Build, CM/GC, Progressive Design-Build, or Alternative Delivery projects.
  • Professional Engineer (PE) license or related industry certifications.
  • Experience working on projects for DOTs, Transit Agencies, Ports, Railroads, and Public Authorities.
  • Advanced experience with estimating platforms such as HCSS HeavyBid, InEight, Bid2Win, Bluebeam, and Primavera P6.
