Job summary

Commonwealth of Pennsylvania's Department of Transportation seeks an Equal Opportunity Specialist 2 to strengthen disadvantaged business participation across statewide construction projects. You will guide compliance programs, evaluate goals, and coordinate with agencies and contractors.

Qualifications

• One year as Equal Opportunity Specialist 1 or HR Analyst 1 or equivalent.
• Or completion of PA Management Associate program or equivalent.
• Two years of analytical experience in an equal opportunity program with one year in a professional role; or an equivalent mix.
• Equivalent combination of experience and training accepted.

Responsibilities

• Develop and manage statewide DBE/DB programs in alignment with regulations.
• Evaluate and approve project participation goals prior to advertisement.
• Monitor contracts from advertisement to notice to proceed for compliance.
• Assess Good Faith Efforts and DBE commitments; recommend actions as needed.
• Lead interdisciplinary review teams and provide guidance to leadership.
• Offer technical guidance on ECMS requirements and certification procedures.
