Job summary

Grnoklahomacity seeks a Senior Environmental Engineer to lead air regulatory compliance at our Central Oklahoma plant/refinery. You will spearhead environmental reporting, ensure adherence to local, state and federal rules, and work closely with Operations, Maintenance and contractors.

The role reports to Environmental Manager. The ideal candidate has a chemical engineering background with PE preferred, 10+ years in refining or chemical processing, and strong communication skills for cross-team

Qualifications

  • Bachelor's Science degree in Chemical Engineering preferred; other engineering degrees considered.
  • Professional Engineer (PE) preferred.
  • Minimum 10 years’ refining or chemical process industry experience.
  • At least 5 years’ environmental regulatory experience including air regulatory compliance.
  • Minimum 2 years’ supervisory experience preferred, managing engineers or contractors.
  • Strong leadership and organizational skills with ability to manage multiple programs and tasks.

Responsibilities

  • Lead the team responsible for environmental monthly, quarterly and annual reports (NSPS/MACT, Air Emissions Inventory).
  • Manage air regulatory programs and track refinery environmental performance.
  • Interface with Operations, Maintenance, Technical Services and contractors; interact with regulatory agencies.
  • Develop and maintain environmental data management and reporting systems.
  • Identify continuous improvement opportunities for EPA and ODEQ compliance.
  • Ensure flare operations are monitored, and emissions testing is conducted timely.
  • Participate in regulatory inspections, audits, and reviews.
  • Participate in Root Cause Analysis program and communicate progress to leadership.

Job Description

Responsible for leading overall compliance with local, state, and federal environmental regulations for the plant/refinery. The position will focus on air regulatory compliance. Additional duties include preparing and delivering training and compliance procedures, reviewing documentation for accuracy and completeness. The position reports to the Environmental Manager.

The position involves regular interfacing with Operations, Maintenance, Technical Services, Project Engineering, other refinery departments, and contractors, and exposure to regulatory agencies and the public.

  • Lead team responsible for environmental monthly, quarterly and annual reports, including NSPS /MACT reports, Air Emissions Inventory, and others to ensure reports are completed on-time.
  • Manage air regulatory programs
  • Track refinery environmental performance and respond to any agency inquiries for assigned programs.
  • Stay up to date of new and emerging environmental regulations.
  • Complete the environmental KPI dashboarding for real-time environmental compliance performance.
  • Develop and maintain environmental data management and reporting systems to track compliance
  • Identify continuous improvement opportunities for refinery compliance with EPA and ODEQ requirements.
  • Work with team members to ensure flare operations are monitored, CEMS performance is tracked, and required emissions testing is conducted timely.
  • Participate in regulatory inspections, audits, and reviews.
  • Participate in the Root Cause Analysis program.
  • Must be able to interface with all levels of the organization.
  • Regularly communicate with supervisor work progress questions and concerns.
  • Membersip in the Emergency Operations Command team and available for emergency response callouts off hours.
Knowledge & Skills

BCKGROUND & EXPERIENCE REQUIREMENTS

  • Bachelor's Science degree Chemical Engineering preferred. Other Engineering and related technical degrees will be considered.
  • Professional Engineer (PE) preferred.
  • Minimum 10 years’ refining, or chemical process industry experience.
  • At least 5 years’ environmental regulatory experience including air regulatory compliance.
  • Minimum 2 years’ supervisory experience preferred, managing engineers or contractors.
  • Desire to work in a team environment as an active member.
  • Leadership and organizational skills to manage multiple programs and ability to complete multiple tasks with critical timelines.
  • Mechanical aptitude, with strong mathematical, reasoning, and problem-solving skills.
  • Familiar with P&ID's and PFD's.
  • Ability to operate independently and respond to changing priorities.
  • Fluent in English, strong written and presentation technical communication skills.
  • High-level/ advanced computer skills (Word processing, graphics, spreadsheet).
