Introduction
The Residential Services Section serves property owners and their selected contractors and appointed agents. The scope of services includes drinking water wells, septic systems and other residential activities that affect water resources in the ground.

Summary Statement
This position ensures all required isolation distances are met and the septic system was properly installed in accordance with the approved septic permit. Provides written field inspection reports for distribution to property owners, contractors and designers. Manage multiple workload assignments by prioritizing work to ensure smooth workflow and timely completion of tasks. Implement project goals for improving and enhancing the Class H inspection program, site evaluation and permit review process. Assist in the training of newly hired staff as needed. Evaluate the Residential Services Section program needs and operations to determine progress/problems in implementing program goals; recommend operation and policy changes to improve and effectively meet program goals.
Essential Functions

- Conducts random and scheduled on-site inspections of a specific type of facility or operation and equipment to identify or evaluate malfunctions or noncompliance. Inspections may involve visual observation of facility operating conditions and/or sampling of emissions/effluents by manual or instrumental methods.
- Analyzes the conditions surrounding malfunctioning facilities and equipment.
- Reviews applicable owner/operator records to ensure completeness and accuracy. Resolves discrepancies with the owner/operator to maintain or achieve compliance.
- Prepares reports, including evaluations, based on information and data gathered from site inspections, monitoring reports, or submittals by facility owner/operators.
- Maintains awareness of changes in regulations and reporting requirements, technology enhancements, and advances in sampling and operating methods.
- Reviews and evaluates reports that may include lab analyses to determine facility compliance. In the event of noncompliance, evaluate the facility's corrective action and may provide information to support enforcement actions.
Job Requirements
JOB REQUIREMENTS For Senior Environmental Compliance Specialist
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
- Six months experience in inspecting facilities to identify hazards, deficiencies, or permit violations.
- Six months experience in determining compliance with laws, rules, regulations, standards, policies and procedures.
- Three years experience in data collection which includes collecting, compiling and maintaining data from multiple sources such as files, records, databases, customers, staff or others.
- Six months experience in narrative report writing.
- Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).
