Position Description

Serco is excited to continue to support the F-35 Joint Strike Fighter Program Office. This contract provides program management support in support of the full acquisition life-cycle of the F-35 program, to include development, production, and sustainment.

Our Senior Enterprise Data Analyst, located in Crystal City, Arlington, VA, supports the F-35 Directorate of Acquisition and Accountability (DA&A) in its role managing the Joint Program Office (JPO) functions as they relate to business operations, foreign compliance, process improvement, cost, requirements, and acquisition.

Our Enterprise Data Analyst reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall F-35 program strategies. Writes detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs. Demonstrates expertise in a variety of the field's concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of tasks. May provide consultation on complex projects and is the top-level contributor/specialist. Leads and directs the work of others. A wide degree of creativity and latitude is expected.

In this role you will:

  • Support DA&A in establishing, maintaining, and providing surveillance of the QMS.
  • Assist DA&A in staffing, training, equipping, and providing standardization for all personnel responsible for implementing and maintaining the JPO QMS supporting Program Management Office (PMO) quality oversight responsibilities.
  • Assist DA&A in developing and implementing quality assurance oversight processes and procedures that assure appropriate program oversight of Defense Contract Management Agency (DCMA) quality assurance activities.
  • Support DA&A in the management and approval of configuration management/data management by the Joint Capability Requirements Board (JCRB) and Joint Capability Control Board (JCCB).
  • Assist DA&A in providing the Enterprise Cost Estimate.
  • Assist DA&A in managing procurement and enterprise procurement metrics.
  • Assist DA&A in managing Government Property (GP) and Government Furnished Property.
  • Provide program management and analysis support in Financial Improvement Audit Readiness (FIAR), enterprise earned value, data rights strategy, Integrated Product (IP), and the POM or Performance Based Regulation (PBR) process.
  • Assist DA&A in Procurement Process and Product Management Team (PMT) management, small business contracting and management, scheduling (e.g., the Enterprise Integrated Master Schedule [IMS]), and enterprise risk management.
  • Assist DA&A in managing the PMO Integration Council (PIC).
Qualifications

To be successful in this role, you must have:

  • The ability to provide onsite support at the F-35 Joint Program Office (JPO) located in Crystal City, VA a minimum of 2-3 days per week, each week. Onsite days in the JPO office may increase to provide onsite support up to 5 days per week to support the needs of the customer. Exact days in office at the JPO must be coordinated with F-35 customer and approved by your Serco manager.
  • Experience in program management, technical or business analysis discipline.
  • Six (6) out of ten (10) years of professional experience related to analysis and planning.
  • Three (3) years in support of a Major Defense Acquisition Program (MDAP).
  • Master’s degree in a related field, or bachelor’s degree in a related field with an additional four years of experience (14 years of experience total).
  • Experience with Service and OSD forms related to PPBE, Military Interdepartmental Procurement Requests, Work Requests, Requisitions, Contract Data Requirements List, and DD-254 is required.
  • Demonstrated experience in program/project status, earned value management, and schedules.
