Job summary

City of Raleigh CIP Inspection team seeks a Senior Engineering Inspector to manage and inspect utility construction projects on-site. You will serve as the primary on-site contact for citizens, engineers, and stakeholders, ensuring compliance with plans and codes.

Ideal candidates read project plans, interpret specifications, and independently manage field conditions while coordinating with project engineers and contractors. Regular hours; some night/weekend work may be required.

Qualifications

  • High School diploma or GED equivalency with 3–5 years in construction, inspection, or related work.
  • Alternate combos of training and experience that provide the required knowledge, skills, and abilities may be substituted.

Responsibilities

  • Conducts daily field inspections to verify construction activities comply with project plans, specifications, and regulatory requirements.
  • Generates and maintains accurate documentation on construction activities.
  • Tracks installed quantities for project payment approvals and evaluates proposed field changes.

  • On-site observation and management of utility construction, plus non-destructive testing using electronic devices and data collection.

Job description

Capital Improvement Project (CIP) Senior Engineering Inspectors provide on-site management and inspection services for Raleigh Water funded utility construction projects and Private Development projects. CIP Inspectors are Raleigh Water's primary on-site contact for citizens, project engineers and other stakeholders.

Successful candidates are self-motivated, organized, and detail oriented. Inspectors must be able to work independently while regularly collaborating effectively with a variety of project stakeholders. Candidates must be able to read and interpret project plans, specifications, and understand regulatory requirements and applicable laws. The ability to evaluate varying field conditions, apply appropriate requirements and determine reasonable solutions are essential skills for success.

About Us

The Raleigh Water CIP Inspection group is tasked with performing daily Inspections on water and sewer infrastructure installed in Raleigh as well as in our Merger Town services areas (Garner, Knightdale, Rolesville, Wake Forest, Wendell and Zebulon). Typical daily activities may include traveling across the service area to perform inspections at multiple construction sites or a full-time assignment stationed on a large construction site. Inspectors are provided with a work truck to conduct city business as well as all necessary equipment to perform their duties. Formal working hours are Monday - Friday; 7:30 am - 4:30 pm. Schedules can be influenced by construction activities and may require occasional night and weekend work.

  • Conducts daily field inspections to verify construction activities comply with project plans, specifications, and other regulatory agency requirements
  • Generates and maintains accurate documentation on construction activities
  • Tracks installed quantities for project payment approvals and evaluates proposed field changes
  • Coordinates with Project Engineers and Contractors to resolve issues, and consistently provides a high level of customer service
  • Conducts on-site observation and management of utility construction as well as non-destructive material testing, utilizing electronic devices to review and collect information and addresses customer inquiries/concerns
Education and Experience

High School diploma or G.E.D. equivalency; 3 to 5 years' experience in construction, construction inspection, or related work

OR

Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted.

Licenses or Certifications
  • Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire
Preferred Qualifications
  • NC Department of Environmental Quality Wastewater and/or Drinking Water Operator Certifications
Knowledge of
  • Principles and practices of civil engineering
  • Water distribution and wastewater collection systems
  • Customer service principles
  • Techniques and methods for organizing, prioritizing, and monitoring work
  • Business and construction math concepts
  • Infrastructure and material testing procedures
  • Applicable federal, state and local laws, codes, and regulations related to utility construction
  • Occupational hazards and applicable safety principles and practices
Skill In
  • Reading and interpreting construction plans, standards, regulations, and contracts
  • Performing inspections and documenting compliance or deficiencies
  • Generating, organizing, and maintaining accurate data and documentation
  • Providing attention to detail in assignments
  • Construction math computations
  • Utilizing modern technology and relevant software applications. Experience with MS Office applications, City Works Work Order System, Trimble GPS equipment and Revu Bluebeam software systems are a plus
  • Researching technical issues and articulating recommendations
  • Providing customer service and consultation, serving as a project liaison and subject matter expert
Work Environment and Physical Effort

Medium: Exerting up to 50 pounds of force occasionally, up to 25 pounds of forcefrequently, and/or up to 10 pounds of force constantly to move objects.

Work Environment

Work is typically performed in an outdoor environment, street environment (near moving traffic), at a construction site and in and around vehicles. Employees may occasionally be in an office or similar indoor environment.

Work Exposure

There is frequent exposure to extreme heat (above 100 degrees), moving mechanical parts, fumes and airborne particles and loud noises. Employees may occasionally interact with individuals who are hostile or irate and extreme cold (below 32 degrees).
